Tower block sniper arrested by police
A TOWER BLOCK airgun sniper has left a woman needing surgery after shooting her in the back of the head.
The thug has been taking potshots at passers-by after setting up at the window of an apartment in Quantock flats, Chichester Road, Southend.
The culprit fired a series of rounds, embedding one pellet in the head of an unsuspecting 58-year-old woman.
A second victim, a man in his late forties to early fifties, was shot in the shoulder.
A scared passer-by ran into nearby Southend High Street, at about 2pm on Monday, to alert police who were on patrol.
They watched the building to find the trajectory of the shots, before moving in to arrest an 18-year-old man.
He was bailed until March 20 pending further enquiries.

If you read the full story you will see that "He was bailed until March 20 pending further enquiries." This suggests that its very possible they may have the wrong person & certainly to not currently have the evidence to charge him let alone get a conviction in court.

but we all sit here commenting and acting all innocent but im sure if we r honest most of us have done something nasty in our lifes to other pepole or had a brush with the law but we act like butter wouldnt melt
maybe we should wait before we hang pepole because funny enough the police and the press have got it wrong in the past once or twice
i truley hope both victims r ok and yes before u ask i have been shot once and stabbed so yes i do know how it feels .......

Yes most of us have done things when we were younger that were not right or a little stupid.
Shooting people with an air riffle is waaaaaay beyond something that's not right or a little stupid.
As I said before, once the person that carried out these acts is caught, I hope they are prosecuted for attempted murder and spend many years in jail.
In case you didn't understand the word "mitigation", there is no excuse or reason as to why someone should fire a weapon at another person unless they're soldier, armed police officer or equally qualified/licensed official.

There quite simple is no trail due at the moment.
Which basically states (I admit not clearly) that he has NOT been charged, they have bailed him in the hope that they can find evidence strong enough to charge him in the mean time OR they have the wrong guy and dont want to lose face so are going to drag it out until March & then quietly press no charges.
Also there is still incarceration until trail its called remand. & in many cases especially for instance in the interests of "public safety" the suspect will be remanded. I would like to think that a "Tower block snipper" would be deemed a danger to the public and therefore be remanded if a) the story have not been blow out of proportion by the echo or b) they have evidence that he was the guilty man.

However the headline published by the Standard seems to make it very clear that in the opinion of the newspaper he is guilty. The words ‘Tower block sniper arrested by police’ leave no doubt whatsoever that the editor is declaring to the readership that the arrested person is the sniper.
I don’t think that will be very helpful to the prosecution at any future trial as the defence will no doubt claim that virtually every member of the jury who may have seen it will already be prejudiced against the defendant.
It just beggars belief that the headline didn’t include the word ‘suspected’.
Indeed this is a classic example of the point that ‘factbeforefiction
’ was making in his 2.00 pm submission on 24th January.
I think a little more circumspection within the journalistic team is called for.

I would have grounds to refuse to follow an order if i was given a specific order which was 'illegal' under the Geneva convention or was not within the sanctioned 'rules of engagement'
I suggest you try to do a little research prior to a pitiful attempt at stigmatising me. You should know better, you work in PR after all..

CPS will then go through the process of gathering full evidence in order to see if a trial is needed (and against whom) Come March 20th, a court date will be set or he'll be released.
Yes there is remand, I've always believed that to be for those thought to be a risk to themselves/others (yes I realsise he was firing a pellet gun at people) or a flight risk, they obviosly see him not to be a problem.
Don't forget this is the Echo, so not expecting the full accurate unbiased facts to be reported ;)

it is the soldiers responsibility to 'decide' whether or not to open fire.
the only thing the government provide is 'rules of engagement' If the rules of engagement are not lawful by international conventions, it is the soldiers responsibility to refuse to follow them.

to add a bit more yes what this person or persons did was terrible and very very stupied
but we all sit on here commenting on these storys acting like non of us have ever done anything wrong in our lifes but most of us if we r honest will have done something bad or nasty to some one else even if u think it was nothing
and as much as i read the echo unfortunatly the reporters do not get ther whole story and of course we read far to much in to the head line i mean tower bloke sniper it makes them sound like a terrorist
Airgunning is just about as anti-social and dangerous as it gets and unless there is a heavy price to pay for your actions then we'll end up with copy-cat morons enjoying their pastimes in the knowledge that the aint no punishment.

CPS will then go through the process of gathering full evidence in order to see if a trial is needed (and against whom) Come March 20th, a court date will be set or he'll be released.
Yes there is remand, I've always believed that to be for those thought to be a risk to themselves/others (yes I realsise he was firing a pellet gun at people) or a flight risk, they obviosly see him not to be a problem.
Don't forget this is the Echo, so not expecting the full accurate unbiased facts to be reported ;)
