Dogs mess and poor parking a blight on our street

RESIDENTS are fed up with parking problems and dogs' mess plaguing their street.

Riviera Drive in Southend has issues of inconsiderate parking including vehicles left across driveways and dog owners who fail to pick up after their dog.

The street near Southend East station regularly suffers with commuters parking up all day added to the frustration that the pavements are littered with dog's mess.

Resident Daniel Tamment, 29, said: "My neighbours and I are fed up. The council don't seem to care, I complain like my neighbours. "People park across our driveways or so tight that I can't swing in to get on my drive.

"Then I have to walk up the street to get to my house with my partner and baby and end up walking in dog's mess. One of my neighbour's had a dog poo bag thrown in his garden.

"The council need to catch people leaving it, and put in parking machines, they'd also earn money from it."

The Council’s Highways & Traffic Manager, Zulfiqar Ali said: “We have received a small number of complaints about parking issues in Riviera Drive, Southend.

“The Council consulted the residents in September 2011 about introducing a permit scheme around the Southend East Railway Station area. The majority of those who responded would not support of any type of parking control being introduced. In view of this the Council did not proceed any further with those proposals."

He asked people to report parking problems to 01702 215000 and if it was unlawfully parked a traffic warden would attend and ticket the vehicle.

In relation to dog fouling the council said offenders could be fined £80. Only three reports of fouling have been made in the road since 2010.

Re the dog mess, this is a massive issue all around the area of Riviera Drive and Southchurch road, between Belle Vue and Surbiton. Im yet to see the dog and owner, but it must be one very big dog, or even a pony. Its disgusting and once caught the owner should be fined more than £80 thats for sure.

Of course if people were to use the excellent site of fixmystreet.com then everyone could see where and when items had been reported to the council. The council are automatically emailed with every report.

we had a woman down our road, that used to let her dog out the front door whenever it needed to go to the loo and it would wander up the road and come into my garden and do its business. I got fed up of clearing it up so one day i took my shovel, and deposited it back in her garden, she got all arsy and said what are you doing, i replied, returning your property. Not just the householder, the Highway code expressly forbids blocking access to anywhere that has a dropped curb as rule 243 of the Highway Code clearly states

"DO NOT stop or park where you block or obstruct access where the kerb has been lowered or in front of an entrance to a property"

There is a myth that this only applies if a vehicle is currently on the drive, not if the drive is empty but it is exactly that, a myth.

I live in Southchurch and very near the Southend East and for years the dog cr@p dumped on our paths is disgusting and a continual problem. Also on the walk to our Children’s school also too is full of dog sh!te. This ends up in the school and who knows where else.

Why do we have to put up with peoples dirty habits of walking their beloved dogs on the streets, p!$$!ing on walls, cars and dumping in the streets. Clean it up scumbags.

Same comments to about cats, they cr@p in our garden where our kids play and on the veggies we grow.

It’s always other peoples dogs and not their own. Dirty dirty buggers. Let em $h!te in your own garden.

There was a spot in my neighbourhood that some dog owners thought was a dog toilet we emailed the Council within a couple of days mess gone signs put up and routine checks and clean ups.
Complain to the right people and it’ll get sorted.
Many years ago back when I had a dog it was allowed for the dog to do its business in the gutter and you didn’t have to clean it up if this is still the case there’s no excuse.
Maybe enforcement should able to stop anyone walking a dog to ask if they have dog mess bags on them if not they should get fined.

I'd be tempted to have a little word, with someone parking across my drive, or close enough to hinder my exit, as for the dog mess, try to ID the owner, and return their property to them.
People will only behave like this, when they live in the false idea, that they will forever get away with it.
I've an old army Land Rover, of which I'm not too fussy with, as I enter my gravel driveway, four wheel drive, does tend to make the wheels spin - a little
gravel shower..............

Southchurch is not the only area of Dog Fouling, "Ronald Park Avenue" is particularly bad. The Dark mornings mean that people walking their dogs along the road cannot be seen so they just let there dogs do the business and walk off. It is possible with the lighter mornings things will improve!

I don't think the Council can do anything about it, there will never be enough enforcement officers in the right place at the right time and I'm sure that DNA testing of the offending article will be far to expensive to catch the culprits.

We also have the issue of Children leaving the Chase school using the street as a route to their homes but on the way dumping partially empty energy drinks cans and crisp packets on the pavements.

Alcoholics leaving their empty cans on the path and others leaving matresses, beds, armchairs, cupboards, childrens toys and other general rubbish on the path.

There now seems to also be a part of society that insists on "Spitting" on the pavement.

Life currently seems to be a culture of having no responsibility for your own actions and how it might affect other people and no respect for anyone else or their property or possesions.
There is a need for "Parents" to be responsible for the children that they have and educate them to be respectful of others, this however seems to be a thing of the past as the parents in some cases are just as bad and show an example that is quite revolting.

I have no idea on how society can be brought back to a situation where they take ownership of there own actions and respect others, laws will never resolve it as the overhead of enforcing them will never be justified or afforded.

This is not the only area with the dog mess problem i live in westcliff and the streets around here are just as bad, i live near 2 parks and the streets are full of dogs mess, and people just dont care about clearing it up,my street and fairfax drive all leading to the parks,and as someone pointed out as yet not one fine have been issued even though there are signs up about the dog fouling.i walk in the middle of the road at night as the pavements are full off poo.i always take carrier bags out with me when i walk my dogs, because dogs are dogs and they cannot help it but i wish people would show more responsably and clear it up.

Yes dog poop is a major problem. Where I walk with mine - in an open area I am fed up with being in the minority of people who pick it up. I have watched so many times as the owner walks off - not looking - dog does its business and nothing is done. We don't have too much of a problem on the roads around here - its made up for in the open areas. It seems that if it is in the rough grass - not on the path - it doesn't matter... WRONG. In regards to what can be done.. I don't know, but I do know that as a responsible owner who always picks up - I would be quite willing to give up time with other doggy owners to do a mass clear up - but then how can it be monitored after that? Cant change the nature of the beast so to speak - human or dog...

Blocking someones drive is inconsiderate and illegal. However, I can see where this person is coming from...

I am a student at Anglia Ruskin in Chelmsford. We are not allowed to park on campus so have to either park in an expensive pay and display carpark and walk a good mile or 2 or get the park and ride bus (which adds a good 3/4 of an hour to my journey).

I park in a road close to the uni which is permit parking 10am-11am. After this time I park in the road as other students and lecturers do, making sure I am not blocking anyones driveways etc etc. The amount of people who come out of their houses shouting abuse at you for parking in 'their' road is unreal. I get sworn at and threatened for legally parking my car! They also have a habit of leaving notes on my car saying that my registration has been logged and my car will be clamped next time I park there.

Think residents feel that it is their private space outside their house.

Yes, l can see your point as well, you admit it`s illegal and inconsiderate, which it is, but also that you, and some of the other students and lecturers make sure you do not block peoples driveways and park in nearby streets.

All they then suceed in doing is undermining their complaints and making themselves look stupid and incompetant to deal with a situation in an adult way.
l see both sides of this, but this country, unfortunaly does not have the skills to COMMUNICATE effectively, in complete contrast to our European neighbours, who know the meanings of the words, cooperation, communication, and consideration.
We in britain haven`t a clue, either they are too timid to say anything, or else they lose their rag and become aggressive. And there is always a lot of tension, defensiveness and anger in these confrontations.

Unfortunately it`s in our culture, and the way most brits are brought up, they can only go by how their parents did it, and copy that, they have never properly witnessed , and never been taught how to successfully handle confrontation, which is a shame and just leads to more aggro.
Maybe one day this may change but l won`t be holding my breath.

My wife spoke to the Council as we had the same problem and they told me they would issue a parking fine to any vehicle parked over a driveway, but it must be your driveway and you must phone them to complain.

We did it 3 times and 3 times a Traffic Warden turned up and gave them a ticket.

Now nobody parks over my drive or anybody elses drive in the street.

Try it, it does work.

Dogs, don't have a clue what can be done as they never seem to get caught!

If Traffic Wardens give out tickets they are wrong. If the Spy Car gives out tickets it's wrong, but everybody complains about parking.

As previously stated Traffic Wardens will attend, but you must phone up to complain and request them.
