THE manager of a pre-school rated inadequate by Ofsted is to appeal the findings.

Karen Glassborow has also complained about the inspector, who highlighted a number of safety concerns at Phoenix Pre-School, based at Moose Hall, in Cranleigh Drive, Leigh.

Ofsted claimed children were not being properly monitored, and one child was able to leave the garden of the premises unsupervised.

Mrs Glassborow claims the incident highlighted was a child climbing from one area of a garden to another and that changes were made immediately.

She said: “I was shockedwith the result. Within two years of opening we were rated good (in February), one point away from outstanding.

There has been no change, as far as I was concerned I was running this to really high standards.”

The report was put together by inspector Lisa Paisley following an inspection in October.

The report said: “Children are energetic and physically active within the pre-school. However, their understanding of personal safety is not effectively promoted as staff d onot make children aware of being safe and why.

“Young children walk around, inside the hall and in the garden, with scissors and staff do not explain to children so they understand about the dangers.

“Toys are left on the floor, creating a tripping hazard, and children use outdoor scooters in the hall, which staff do not adequately monitor.”

Mrs Glassborow, formerly in charge of the Smiley pre-school, in Glendale Gardens, Leigh, which was rated outstanding, said: “Our children are very risk aware, we constantly talk to them about risk and follow health and safety guidelines.”

Elsewhere the report praises the facility – which has 21 children aged up to five on its roll – for promoting emotional well-being and confidence, having good links with parents and for providing some good child-led initiatives.

Mrs Glassborow added: “I’m confident when we are reinspected by the end of April we’ll be back to good. I will do all I can to work with Ofsted, but I have submitted a complaint.

I have 100 per cent backing of parents.”
