Recycling bag thieves ‘will end up in court’

THIEVES who steal recycling sacks from people’s drives will be prosecuted and dragged through the courts, a council boss has warned.

White bags, which residents leave out for Cory Environmental to pick up on behalf of Southend Council, are being reported stolen with increasing frequency across Southend and other parts of south Essex.

The thefts are mainly down to the high re-sale price of textiles.

Steven Crowther, Southend Council’s waste team manager, said the council was treating the matter seriously and urged police and prosecutors to make an example of the thieves.

He said: “We always push for arrests to go to court because it acts as a deterrent to others who think it’s easy pickings.

“When these cases have been taken to court in the past, they’ve been challenged by offenders who have said, if it’s rubbish left on the highway then they have the right to take it.

“But there is case law to say it’s the intention of the person who leaves it out that’s important and, if it’s been left out in a council sack, it’s classed as theft from the council.”

Textile sacks are collected by Cory Environmental on behalf of the council and taken to a reprocessing centre in Crayford before being sold on.

Mr Crowther said the going rate for textiles is currently £600 a tonne and he believes this is why there has been a rise in the number of thefts.

He said: “It’s a growing problem because of the market rate, which is quite high at the moment. If it went down to £200, perhaps they wouldn’t think it was worth it.

“But it costs us money because, for one thing, the sacks are quite expensive and Cory also base what they charge us on the amount of return they get on selling the clothes.

“People don’t like it either.

They say they’ve spent time putting the stuff in the bags for the council and then unscrupulous people come and whip it away.

“They get very irate because they say they don’t put them out for those people to make money.”

Cory go round picking up the bags, do exactly the same thing, and it costs the council money.
This suggests one of two things. Either the contract with Cory needs to be renegotiated, or give the contract to the thieves who will do the job for no fee.

wouldn't put money on it, some 'guests' in the UK will carry on, i guess the council makes a fair amount on the sacks thats why they are now getting involved, but its still wrong for others to take them, same as people that rifle through charity shop bags..its theft.

Clothes are not waste, they are a valuable commodity and if people don't want to be bothered to take them to a buyer but let the council or a charity have them thats up to them. The thieving grasping conniving B*****ds. One of the primary reasons all this re-cycling b*****ks was started was they were selling it to the Chinese. Now it all goes in landfill (after we've all fannied about sorting it of course.)

They do that in Canada and the States. It is a brilliant idea. Some of the older street guys make a lot of money collecting cans/bottles etc.

Name and shame those involved with the theft of the bags it IS a crime as they are put out for collection by Cory not some scabby criminal, also check that the van they use is legal if not scrap it, give them a proper jail time 1 year for the first offence two for the second four for the third eight for the forth and keep doubling it until they actually stop if not jail them for life one less scummy criminal on the street is something everyone should agree with.

I suspect that most people are not too fussed if their rubbish is taken by other people trying to make a few quid. Some might say good luck to them for using their initiative. What does really annoy me though is when they rip the bags open, leaving anything they don't want strewn all over the street because the bin men from Cory certainly won't pick that up.
