A RUNDOWN seafront shelter will be turned into a vibrant, modern cafe after Southend Council gave planning permission for the £300,000 scheme.

Councillors on the development control committee voted to allow the development, which will see the creation of 12 permanent jobs in the cafe.

It will open from 8am to 11pm from Monday to Saturday.

They welcomed the development of the shelter, which had been unused for a number of years and fell into disrepair after years of use by drunks and homeless people.

Antonia Waite, daughter of former Tory council leader Anna Waite, was awarded the lease for the cafe – provisionally called Seaside Rock – and now planning has been approved, she hopes to start building in late summer.

Judith McMahon, Labour councillor for Kursaal, said: “I would like to commend this particular conversion, it is the most empathetic use of the building and is absolutely superb.

“We should be very pleased and it will add a lot to Southend, both with its design and with it being in keeping with the local area.”

The grass area in front of the cafe will include openair seating, with the possibility of music – such as violin performances – while people eat.

About 42 people would be accommodated in the new cafe at any one time.

In a report to the committee, the council’s planning officers said: “The proposed development would contribute to the visitor and tourist-related facilities at the seafront, and would enhance the attraction of the seafront.

“This proposal to convert the existing seafront shelter into a cafe should provide a renewed lease of life for this historic building and is welcomed in principle.”

The planning officers’ report added it was pleasing to see the existing steel windows are to be overhauled and repaired to ensure such a key feature of the building will survive and continue to play an important role in retaining the character of the building.

strange how the daughter of a councillor ended up with it though, is it not ? I'm sure when qatar ened up with the world cup, it was all above board......
Isn't this just a case of nobody else could be bothered to invest their time or money though? I certainly can't hear anyone complaining that they tried to buy it and were not allowed/gazumped/ref

Plus the fact Anna Waite has not been a councillor for a number of years. The Tomassi family have a huge experience in running eateries, good luck to her.
Come off it... Anna waite is an influential, well connected member of the tory network. Anna waite is a listed director of seaside rocks Ltd. Her daughter is just a listed secretary. This deal was put together for the sole purpose of leasing the leas sunshelter to the waite family. It was probably their idea in the first place.

"Two Questions:

1. Seeing as this story popped up on here Wednesday 11th June 2014, would this not have been voted by the NEW council...?

2. To all those that have made allegations of corruption, wrongdoing, fixing the deal can you provide any proof of evidence relating to your comments?
this was (as you well know) not a cabinet or whole council decision, but a committee one. it would be interesting to to see the minuets of the development control committee and who attended. Fear not my council loving, right-wing friend. I will be sure to report on this further as soon as the meeting minuets are published."

transparency and accountability are essential when considering a politically influential family have been given a lease for an unknown length of time with an unknown set of consultative events that may... OR may not have taken place, prior to selling the lease or the consideration of this historic and valuable local asset being sold off under lease within due process and best practice.

fill in the gaps in the story for once echo with a bit of investigation!

It is certainly an improvement, and is to be welcomed. But in view of the relationship between the owner and a former councillor not only must the contract be completely above board but it must be seen to be completely above board.

good luck to her. The criticisms of Jayman are as usual pretty thin. No one has ever not said she was Anna Waite's daughter and a Tomassi. Good grief a Tomassi opening a restaurant. Whatever next. Even a Labour councillor is welcoming it. Jayman, the man who sees conspiracy in everything. Come on Jayman lighten up. It may never happen.

Thats a rather thin attempt at trying to paint me as a conspiracy theorist. Of course it is beyond the realms of possibility to suggest that corruption may occur beyond big politics and at a local level, furthermore it is unmanageable that political or official favour may be pulled to support the financial interests of a well connected individual. What was I thinking...
