Plans to demolish an MOT centre and build a three storey block of flats have been rejected by Basildon Council.

Brookman Capital Limited submitted plans to demolish the Chestnuts Service Garage, in Crays Hill, Billericay, and build a block consisting of eight flats.

But plans were refused by Basildon Council on Monday, despite no objections being raised by the public.

The planning officers decision notice read: “The proposed development, by reason of its scale, depth, bulk and height are in stark contrast to the prevailing character of the area.

“Resulting in a development that is excessively dominant and an incongruous form of development to the detriment of the character and appearance of the area contrary to the Local Plan and the council’s guidelines.”

Concerns were also raised that the proposed development would overshadow the garden of a neighbouring property, and would have an overbearing impact on the outlook enjoyed by residents living in neighbouring properties.

The premises currently comprises of a vacant MOT centre and garage and it has been unused for at least six years.

In 2011, outlining planning permission was approved for the site to be demolished, and for three detached homes to be built, but the planning permission was not acted on.
