PLANS for a new community centre for over 50s to replace the landmark Havens department store in Westcliff have moved a step closer.

An application to transform the store in Hamlet Court Road into a “one-stop shop” has been recommended for approval by town planners.

The scheme, which is being backed by Age Concern, will see the listed building provide support services such as bereavement counselling, public health facilities and advocacy.

There will also be hairdressing and chiropody services, meeting spaces, craft and hobby areas and a public café.

The first floor will house Club 50-plus which will relocate from Queens Road, Southend.

This area will be used for more leisure based activities for over 50s including a keep fit area, carpet bowls, snooker, table tennis, darts and there will be a computer area.

Havens is currently open for business, but is set to announce a closing date once the application is approved.

Once closed, the online business will continue to operate from 2nd floor offices.

The store closure after more than 100 years in the town, was announced last May.

Director of the family-run business, Nigel Havens, cited internet competition and falling numbers of customers for the store’s demise.

The application for the Grade II listed building was deferred in April for a heritage expert, appointed by the council, to review aspects of the plans which might affect the development.

That assessment has now been successfully completed.

A group called the Hamlet Court Conservation Forum had raised a number of objections about the use of the building, registering their “strong objection”.

Despite most alterations only affecting the interior of the building the group said: “Southend must see this as among our most important historical and architectural assets, to be protected and cherished.”

Mr Havens welcomed the recommendation to approve. He said: “It is fantastic news. The council has worked really hard. The heritage issues have been resolved and the plans have been gone through with incredible scrutiny. It is great for all parties involved. Not everyone agreed with the forum views. There was one letter of objection in addition to that of the forum and 13 people took the time to write to the council in support of the application.”

Mr Havens added: “We are still open from 10am to 4pm and will announce a closing date later.”
