Councils fork out for even more consultants

CONSULTANTS have been hired in to look at the best ways to develop land close to Southend Airport in the next decade.

Southend and Rochford councils are jointly working on a new development plan for the airport area, as part of long-term planning strategies.

In a report to Southend Council's cabinet, enterprise director Andy Lewis defended the use of consultants as "essential".

Without them, the Government might well rule the resulting strategy might be ruled unsound, he suggested.

The Halcrow company has been appointed after tendering for the job, for an undisclosed sum, expected to run into several tens of thousands of pounds.

Southend Council, Rochford District Council and the East of England Development Agency will share the bill.

Anna Waite, councillor responsible for transport, said: "For something like this, which a study of the development policy in the area around the airport, we do not have either the capacity or the expertise in the council to carry it out.

"Because the cost is being split three ways, I have no idea what the cost of the consultants will be.

"I think there are times when there is a place for consultants - and this is one of them.

"About 2,000 jobs are currently based around the airport and those jobs are important for Southend, so we need to get its future right."

Airport managing director Alistair Welch welcomed news of the study.

"We will be aiming to work with them in conjunction with our own masterplan for the development of the airport," he said.

The consultants' report is likely to be presented to the council next January.

Its findings will then go out to public consultation, with a final action plan likely to be adopted in the spring of 2009.

Another example of the pro-consultant drival we come to expect from the council.
By the time this latest round of multi-million pound consultancy is completed there will be another excuse not to go ahead with the project due to lack of funding!
And guess what this'll mean another expensive committee/consultanc
y disscussing a more cost effective plan...

Can't she divide the total by three then?

Mr Welch gives the impression he/they have their own "masterplan".

Have to agree with Peter again. Oh well, at least the Echo will be able to let us know what it all cost. AFTER the event with freedom of information etc.

Hmmm. I would have thought this warranted some more questions...why now? Do they know something we don't? Does it mean the airport will not "take off" as has been said for years and years. Are they now looking for an alternative in case the plans fail?

They have no idea what the consultants will cost... but they'll approve the spending anyway.

No wonder the likes of Renaissance must be rubbing their hands with glee. It's a licence to print money.

I recall that the Airport was going to be used for the Olympic Games in 2012 we are now talking about a result from the Consultants in the Spring of 2009,I think the Airport redevelopment is just a pipe dream for the Councilors to make out they are very busy and need to use consultants.
As both Rochford Council & the Airport are to be involved with these proposals, BUT AT NO COST, well done to both of these participants.
With regards to Anne Waite not being able to divide by 3, nobody has stated that the costs are to be divided by a 1/3rd, the words used were they would share the costs, nothing was mentioned about equally.

Split 3 ways? Utmost apologies Mr Turner but from what AnnA said above I'd assumed a 3 way split would be equal.

You know, like when someone says to you "we'll split the costs".

Ambiguous at least.

You say above that Rochford Council are participating at NO COST.

Again, the story above states that

"Southend Council, Rochford District Council and the East of England Development Agency will share the bill"

Now that statement is NOT ambiguous.
