MP Amess: All my claims are made in good faith


All the claims that I have made since I was first elected to Parliament in June 1983 have been made in good faith and I have always consulted the Fees Office about their appropriateness.

It is unfortunate the rule book now seems to have been rewritten retrospectively.

My claims have been scrutinised by the Fees Office. They have found them to be in order and have not asked me to repay any money.

My claims have also been submitted to the Conservative Party scrutiny committee and they have also found them to be in order and I have not been asked to repay any money.

There has been some interest in claims made under the term “food”. I have sought clarification from the Fees Office on that matter and it is admitted that the word “food allowance” was misleading and inappropriate.

It has now been re-styled “personal additional accommodation expenditure – subsistence”. Quoting from the Green Book on this matter “how Members spend the subsistence allowance is for them to decide”.

My own circumstances with my second home has been that claiming the total allowance available would not have entirely covered the amount involved in running the home.

Members of Parliament were told that receipts were not required for claims of £250 or less. Mine were all of smaller amounts.

It is only relatively recently that receipts for everything are now required. I believe that during this period, my claims have balanced out.

My monthly claims reflect a contribution towards the overall annual total of costs involved in maintaining my second home.

Many of the costs were instigated by a management company which has now been replaced. My overheads have been steadily reduced not least because interest rates are now 0.5 per cent.

The Fees Office has now advised us to have Standing Orders for a number of the costs. This has removed many of the monthly demands and simply made them yearly requirements.

I welcome the appointment by the Prime Minister of Sir Christopher Kelly as the independent arbiter who will draw up new rules and conditions for those who wish to serve as Members of Parliament.”

If our friend has claimed expenses in "good faith" then I hope the electorate show their "good faith" in Mr Amess as their MP when it comes to the ballot box in the next election.

I see this plonker paid back 106 quid for something. Except all the receipts have been inked out so no telling what he initially claimed for.

It says on the expense forms that they have to fill in, that "petty cash" can be no more than £250.00.

It's blatently obvious, that Amess has just taken advantage of this.

No-one would have the exact same amount of petty cash expenses month after month.

What a rip-off, I must admit though,he has lived up to his name !

I wonder if there is a way to find out if he banked this money in a savings account?

That is 3 grand a year....perhaps he took that money, popped it into an ISA...taxpayer funded account, tax free...

Could Mr Amess please identify precisely how the rules have been "rewritten retrospectively" ?

The rules that reimbursement was permitted only in respect of costs actually incurred and then only where wholly exclusively and necessarily for the purposes of staying away overnight from his main home in order to perform his Parliamentary duties have not changed over the period in question and he consistently declared his claims as conforming with those requirements. The "wholly, exclusivley and necesssarily" test is one with which all PAYE taxpayers should be familiar since it is the core of the test for tax allowable expense deductions and the meaning of the phrase is well establsihed. MP's should be even morer familiar since they regulalry enact legislation which deliberately uses the expression. I beleive that there have been two Ttaxing Acts enacted during the period of these expense claims. I wonder if Mr Amess entered the voting lobby in respect of either and assume that if he did he understood what he was voting for.

The claim that the Fees Office has "scrutinised" the claims is one which bears some enquiry. As does the claim that the Tory Party Scrutiny Committee has done so. I have written elsewhere that there are obvious questions which requir to be answered. It is conspicuous that Mr Amess will not condescend to address the details of his claims. Unless and until he does address those details it seems to me that reliance upon the approval of the Fees Office and his party's Committee is of no value at all.

As a fellow Conservative, I am disgusted. You have abused the trust of the Southend West Constituent.

This area, especially Old Leigh, holds a lot of memories for me. It was the first I saw of Southend back in 1964, when I moved into the area from Chelsea. I was 14. I've been a fan of the shell fish stalls all my life. I also owned a reputable established, high valued goods business in the leisure industry, for some 12 years, near Thames Drive.

The people of Southend West deserve better and I have nothing but praise for the local people. How dare you abuse their trust in the Conservatives, when they voted you into Parliament as their MP.

£19,000 on food? And, you claimed the allowance whilst Parliament was in recess. Never mind the other dubious claims, which have also been identified. I've looked at your forms Mr Amess and the automation that you complete them with, is astounding. £600 per month for your mortgage, without deviation? I'm an economist and as far as I'm aware, that figure should have dropped, inline with interest rates.

Do I sound angry? You bet I am. Not just as a Conservative but as someone who has known and loved the area for 40 years. Paul Channon would turn in his grave, God bless him.

Becoming an MP, is not about how much money you can screw out of the system but what you give back in return, for the honour of being chosen to represent the people.

Please, do not treat people as fools. They have had enough of that from Labour over the past 12 years. How dare you abuse the power you have been loaned.

Oh come on, can't you leave the Labour Party out of it when you are talking about Amess? Remember please, Labour got in because, and only because, the electorate had heard enough from "The Sleaze Party" and as this is the mob you so obviously idolise, I will not debase your altar with some of the happenings during the 17 years of misrule. If they are coming back I wish they would hurry so us loony left could get our turn at the grinder!

You won't debate it because you have no argument or excuse for the inactions of your Leaders. They messed up the economy over the last 12 years, not us.
