South Essex dog lovers back dangerous pets crackdown


DOG lovers across south Essex have welcomed proposals to beef up the law on dangerous animals.

Under proposed changes to the Dangerous Dogs Act, all dog owners could be forced to insure their pets against injuring other dogs.

Owners could also be compelled to microchip their pets and dangerous dog owners whose pets misbehave could be issued with Dog Control Notices.

Nicknamed “Dogbos”, the orders would give police and council officials the power to force negligent owners to muzzle or even neuter their dogs.

Anna Thrippleton’s labrador Willow was attacked by an Alaskan malamute, a larger cousin of the husky, in January while walking near her home in the Southchurch area of Southend.

She said: “Muzzling these dogs is essential. It protects the owner of the dog that could attack as well as everybody else. It’s such a simple thing to do and it doesn’t harm the dog.

“People have these dangerous dogs as a status symbol and spoil it for the rest of us.”

Mrs Thrippleton, 38, already microchips her pet and has insurance which covers her if Willow were to cause injury.

Richard Potts, 30, of High Road, Benfleet, whose cocker spaniel Trevor was attacked by a Staffordshire bull terrier in Richmond Park, Benfleet, said: “Any dog can turn. It depends how the dog is treated. I don’t think any honest dog owner would have a problem with insurance.”

But Michael Knight, manager of Gemini Kennels in Wickford, thought there could be problems with the plans. He said: “Police have already passed the responsibility for stray dogs to local authorities and the people who own dangerous dogs are unlikely to get insurance. It could push the problem underground.”

Actually, I don't back the compulsory insurance idea as why should the majority of responsible, law-abiding dog-owners once again be made to suffer and pay just because the powers that be can't or won't come down hard on the few who are out of control? I was against Southend Council's dog control orders last year for the same reason as I don't see why people like me who pick up after my dog and who would never let him off the lead unless I knew it was safe to do so should be made to keep him on a lead at all times and deny him a good run-around? Since these orders came into force there are still piles of dog mess all over the place where irresponsible people don't pick up after their dogs. These people need policing, not the rest of us!

Oh come on, lets get real about how this would actually work.
1. Police having powers! It will be the PCSO's dealing with it and no doubt health and safety will stop them taking any real action.
2. So, you enter a park and someone asks you if they can scan your dog for a micro chip. Oh yeah! The authorities cannot stop idiots driving around in uninsured cars let alone checking dogs.
3. I thought we already had dangerous dog laws. Oh, of course, we do but nobody seems to have the strength to enforce them.
4. Ok, so somebody has a dangerous dog (I will not use a breed name as there are good and bad in most breeds, dependant on the owner) and is approached by a warden. The warden gets told to get lost and the owner walks off. What is the warden really going to do. Ring up the police, follow the owner home?
5. We found a lost dog some months ago but unfortunately it was out of the dog wardens hours. We were directed to the vets by Comet Way but took it to our vets instead who checked for micro chips etc and phoned us a short time later to say that the owner has been ringing around and they were back together again. Luckily we have a car otherwise we would have had an extra dog for the weekend.
6. Lastly, lets hope the warden/people handling this are not civil servants or they will be on strike anyway!!!!!

From a responsible dog owner who has no wish to see the human id scheme replaced by an animal one which, in reality, is an excuse to raise income by stealth.

Compulsory Third Party insurance for all dogs = Good idea.

Compulsory microchip for each dog containing dog owner's name, address etc. = Good idea.

Compulsory muzzles for all dogs in public places = Good idea.

Compulsory dog ownership training for all dog owners = Good idea.

Compulsory dog licence, costing £250 per year, for EACH dog owned = Good idea.

Implementation of all the above = no more chavs/hoodies owning and using dogs as weapons = Great result for society as a whole.


Just as all car owners pay the price of the stupid few through higher insurance, Vehicle Excise Duty, stricter speed controls etc. so it should be with dog owners.

I liked seasider2010 summation, not too sure whether V is serious though.
As a dog owner and ours is microchipped, I will be watching how this developes with interest.

WHY do all the knockers always condemn every idea put forward which tries to improve a bad situation.

We always have the same situation of complainers.

HOWEVER they never have a solution to anything and therefore nothing changes.

I can remember all the knockers rabbiting on about smoking in pubs and how it will never work and who will enforce it.

WILL IT IS WORKING SO ROLLOCKS.

With regard to dogs YES insurance is a brave idea and the only idea so far so lets pursue the only idea.

AND IT CAN BE ENFORCED :

If someone makes a complaint of a dangerous dog the owner will automatically have the dog scanned and if no insurance the dog can be chopped!! end of.

If they then go on to have no insurance and compensation is due fantastic civil action very easy to prove, even if they have no money the dog will be chopped.

Stop the crap these dogs are a menace and MUST be dealt with if you have any better options speak up now because taking no action is not an option.

Any new laws will work in exactly the same way as the current laws. Good, honest, law abiding citizens will obey them and pay what is due. The ones who cause the trouble, and towards whom the new laws will be targeted, will ignore them. Net result will be more money for government, more jobs created in the civil service, less money in their pocket for Joe Public, and business as usual for the troublemakers.

I put forward to my councillor that all dogs in Southend or using an area in Southend have to be micro chipped.
Simply so in the event of a fine it's known were to send it because the owner can give any name.(park rangers, police carry a scanner) (appenrtly there is already a hand held scanner at every major park in Southend)
This was tried in a town in Italy every dog was micro chipped for free costing about £52,000 however the town recons it saved 4 times that each year on clearing up dogs mess stray dogs etc.
My Councillor was told it can't be done.

Since the dog control orders came in, we have got a dog - so I can see both sides of the argument. But in general I am still in favour of the orders - no-one likes to play in the park or dig on the beach next to a pile of poo (even if it is picked up, there are still remains, and I've had people look at us and then just try to walk away leaving a nice steaming pile just in front of us).

But the idea that I will be forced to carry compulsory third party insurance is a joke. It's a licence to print money for the insurance companies, and is of dubious benefit because the people who won't pay it won't have assets that you can seize and sell to pay any likely damages. And especially on those early morning or late night walks there won't be anyone around to corroborate statements - so the insurance companies will spend all their time contesting claims and saying that the dog was provoked, or whatever, and they won't pay out anyway. A stupid idea, but about what we've come to expect.
