Basildon councillors back protest over new Runwell prison


PROTESTERS against plans to build a large jail in Runwell descended on Basildon town centre to hear councillors back their fight.

Around 30 campaigners from the No Prison in Runwell action group turned up outside the Basildon Centre in St Martin’s Square, as Tory Wickford councillors put forward their official objections to the planned prison.

Ward members in Wickford North sent out leaflets to more than 5,000 homes in Wickford, asking residents whether, given the choice, they would prefer to see a jail for 1,500 inmates or 624 homes – as originally planned – on the site of the old Runwell hospital in Runwell Road.

More than 1,000 responded and said they would much prefer houses which were given outline planning permission by Chelmsford Council in 2005.

Off the back of their findings the councillors, including current Basildon Council leader Tony Ball, officially represented their objections to members of the council’s cabinet.

Mr Ball and the other Wickford North members – Michael Mowe and Carole Morris – objected to the prison on the grounds it goes against policy of developing on green belt, it will increase traffic around Wickford town centre and will badly affect plans to regenerate the town.

Mr Ball said: “Seventy per cent of people who responded to our survey were against the prison and favoured having homes as the least worse option.

“Our main objection is it would be on green belt which is contrary to planning guidance.

“I don’t believe there are special circumstances to develop on the green belt at Runwell, there are other brownfield sites in Chelmsford that would have been more appropriate.

“It will also have a detrimental effect on the highways.

“The prison is also going to be close to the area we want to regenerate and needs investment. The stigma of the jail will be detrimental to that.”

Dave Callum, spokesman for the No Prison in Runwell action group, and one of the protesters who turned up to the meeting, said campaigners were delighted to have the support of Wickford councillors.

He said: “To say we are pleased is an understatement and we hope this will hold weight with Chelmsford Council.”

The old Runwell hospital site falls into the boundaries of Chelmsford council, which is not expected to consider the planning application until late May or early June.

A motion to formally back the action group’s campaign will go before a full meeting of Basildon Council on Thursday.

Actually Nebs Runwell be it a prison or a mental hospital IS needed for all the MP's that have been screwing us.

I see that the Wickford Nimbys are up in arms again giving out information that at best is just off the truth and at worst downright lies. The problem with that of course is that the more suseptible amongst them will actually believe what is said to them and will with the mind set of a demented cat, think its all true with arguments that will not stand up.
They will prefer 624 houses; with todays growth thats around an increase of 1497.6 extra people in Wickford. No extra jobs, but an increase in traffic as these houses will probably attract 2 cars per household, a consertave estimate being 1000 extra cars.
The argument that the infrastructure will not be able to cope with 1500 prisoners is now nullified with the extra growth in the population being around the same number.
Town Centre will be affected, I quote:-

I would think that majority of the traffic that will be generated will come from the A130, not the town centre; if it comes from the A127 there is a small by pass that does not even get near to the Town Centre, so that should not affect the regeneration at all. Why anyone who knows the Wickford road layout would think that any traffic going to the prison would need to go through the town, needs their understanding of the one-way system regenerated, the one way system goes in the opposite direction to the proposed site. Thats a load of rubbish and anyone with an ioata of sense will know that.
The only reason that the house pprices will drop by 20% is if everyone leaves the crooks that run the Estate Agents to run their area down.
The prison will be far enough away from the majority of the Wickford population not to make any difference to anyone.
Its not that I am in favour of a prison that I write this, its because when I see lies and misrepresentations being generated by people who should know better, I see red. Get your act together and issue another flyer, this time with the truth.

If this was to be built anywhere else in the Basildon district the councillors would not care one bit. I agree with the above comment.

Wickford is now a town of half empty flats and demolition sites, none of which has bought any benefit to the residents of Wickford. Adding 624 houses just outside of Wickford will bring in over 1000 people, at least one car per household, having a huge increase on the road network, especially if they travel to London. Hands up who wants more commuters parking down their road so they can get to the station. Hands up who wants to stand on their commute to work or sit in traffic for ages .Best book a doctors appointment now as well as it will be impossible later.
There is a secure unit on the site now and there had been a psychiatric hospital on the site for years - how can people possibly be against the prison? Aren't prisoners locked up?
Chelmsford has a prison and to me seems to be thriving.

People of Wickford do not base your opinion on the No Prison In Runwell leaflet. Find out the FACTS then make up your mind.

I would have thought more important issues for Wickford Residents would be those that directly impact their lives - lack of doctor and dentist surgeries, lack of promised infrastructure, even pot holes in the road - why not be up in arms about that rather than something that we will probably not even know is there?

I to live in Wickford and totally agree with MrsH and Hugh.Janus.

Personally I'd rather have a prison than more houses, when the town just doesn't have the infrastructure to cope.

If you look at houses that are up for sale most of them are in the Runwell area so people are obviously trying to get out now.

I have found it VERY hard to understand why there is not loud objections to the housing estate that has already been granted permission. If the prison is indeed stopped then the housing estate will be unstoppable and I would rather my children be raised near monitored, locked up, secure, out of sight prisoners than have to fight for secondrary school places and be surronded by hundreds of extra bored teenage thugs in the town centre that will then inhabit the new estate. I have been approached by the campaigners and they happily relayed all the terrible things that will happen to us if a prison is built, from having drug pushers on every street corner pursuing our youths to dangerous sex criminals living in our community upon their release. The fear factor was being used in overdrive (which I can understand if they are desperate to get backing). I was very disturbed by the defensive attitude I received when I asked would 2000 new residents not also cause the same problems not only to the land destruction points but also to the effect of drugs and thugs and traffic that would be forced upon us. It was obviously not a welcomed question and I was snapped at "so you want pedos and rapists living by your kids do you?" At that point I decided to walk away but it left an uneasy feeling on me as to this situation. Personally as yet I have not met or spoke to a single person that would rather a housing estate than a prison and those that I know that have signed the petition were not aware at the time of signing that a housing estate will be the alternative. If both proposals were being objected too I would understand but to only be objecting to one makes no sence at all to me

I have tried for days to find this letter but cannot access it - can you tell me what section I need to view under the Chemlsford Gov site. I am getting very interested in finding out the exact facts of all this as today I went to my local club and heard several comments from Runwell residents - not campaigners and they also not happy with certain things in relation to this campaign and I think this letter may be of interest to them. If there are "hidden" facts that may throw some light on to the exact situation and not the leaflet information which is only designed to obtain signatures then I know these particular residents would be very grateful for the information.
