Council wants all dogs to be kept on their leads


DOG owners could be made to keep their pets on a lead under new measures set to be introduced by a town council.

Canvey Town Council is looking to get tough with irresponsible owners, after residents raised concerns about dangerous dogs.

The authority is hoping a new warden could enforce tough control orders, ensuring dogs are kept under control in public places and making sure owners tidy up after their animals.

The council has set aside £25,000 to pay for the part-time warden, as well as install signs reminding owners of their obligations.

However, council leader Nick Harvey was keen to stress he was not anti-dog owners.

He said: “We don’t want to turn this into a Southend-type scenario, where everyone was up in arms about having nowhere to walk their dogs. What we do want is to stop things like people walking down the seafront with six or seven dogs they can’t possibly control.

“Or the person who lets their dog swim in the children’s paddling pool, that’s simply not acceptable.”

The council plans to advertise for a part-time dog warden, who will patrol the seafront and Canvey Lake on a seasonal basis.

It also plans to apply to Castle Point Council for the power to dish out dog control orders.

These would allow the council to ban dogs from certain areas or force owners to keep their animals on a lead. On-the-spot fines of £75 could be issued and owners who refuse to pay could face penalties of up to £1,000.

The plans were revealed after residents criticised the council for not taking a tougher line with dogs at the authority’s annual meeting.

Speaking at the meeting, Lea Swann, who owns the Concorde Cafe on Canvey seafront, said she had witnessed several dog-on-dog attacks in recent months.

She said: “I have personally seen three very upsetting attacks and I have heard about many more.

“The police say there is nothing they can do because no crime has been committed, but when an alsatian rips the throat of a little Yorkshire terrier and no action is taken, it doesn’t seem right.”

Residents also pressed the council to do more to clean up dogs’ mess.

The authority pays for a dog fouling machine to clear up the mess, but residents said it was out of action.

The council plans to investigate.

that’s half the money for the POOL needs to be repaired.
Get a Grip if the Pool is that important then fix it and let police sort out dog crime.

Canvey Council is using vast amounts of the Boroughs cash and for what ?
To many Bureaucrats save the money save the Pool , and use common sense.

how long before Canvey Town Council get delusions of grandure ? and call for a town hall and its own mayor.
Why does it require a Dog Warden? I dont think there are any others in the Borough, request the Special Constables the Council pays for to patrol the Lake area at key times and as Public Defender says use the money wisely and save the pool in 3 years the salery that the Canvey Council has for a Dog warden would have paid for the essentail repairs and ongoing maintainence of the much publicised Sea Pool.
Use the nieghbourhood meetings to fund extra dog bins and signs.

As a responsible dog owner who walks his dog each day,i would like to advise the few other fellow dog owners to pick up there dogs s--t after them.
I am sick to death of having to wipe there dogs waste of my shoes.
The could not care about anybody else with a totally ignorant attitude which is appalling.
If you are one of them,buy some bags(50p for a 100)) and put it in the bins provided everywhere,im all for fining the losers big time.
Its a shame as usual its a few who ruin it for the others.As long as it does not put you in a abusive position then if you see them than tell these people to pick it up and not leave it for others to step in.

The first major policy that I recall coming from Town council (all indie members other than Mr Howard) and they end up in the sh1t.
Still not sure about the pool but even saving that would spend the money more wisely.

Fantastic! Sorry for all the responsible dog owners out there...They do exist..but there are far too many that simply do not control or clear up after their dogs and it has gotten unnacceptable.

I totally agree with you its discusting, its your choice to have a dog so clear your dogs s**t up , dont let others especially kids walk in it.

i own 2 dogs i my self wouldnt take dogs off lead 2 the beach where kids are playing.or ride a jet ski near little ones r swimming but thats a different story.i was sitting on beach last year with my kids when a dog off lead with young girl craped rite next 2 us and girl run off and left her dog 2 finiish.very nice.

the pool should be closed as its not important, buy a garden one for a tenner

I had it brought to my attention several years ago from a member of the RSPCA that it is against the law to walk your dog without it being on a lead but it was a law that was very rarely enforced,I do not know if this is correct or not.

No reason why such a law shouldn't be enforced. I am fed up with dogs sniffing and snapping around my family and me when we want a walk. Usually a complaint to the owner brings the "just being playful" response. Well I don't want them being playful with me!
There are lots of responsible dog owners out there - they are the ones who keep their dogs on leads and muzzled if necessary.
