£23million pot to revive UK’s seafronts

A NEW Government cash pot for seaside resorts could help fund the expansion of Southend’s City Beach.

Cabinet minister and Brentwood MP Eric Pickles visited the town yesterday to unveil his coastal communities fund.

The £23.7million pool of cash, divided into grants of up to £2million, will be made available to councils, charities and businesses who want to boost trade and create jobs.

In south Essex, Southend and Canvey could benefit if they bid for the cash.

Although a bid is yet to be drawn up, bosses at Southend Council believe the money could be used as part of a planned £7million expansion of City Beach into Eastern Esplanade.

Mr Pickles, Communities and Local Government Secretary, said: “I think City Beach is fantastic and Southend should be really proud of it.

“I cannot give any guarantees, but projects like that are the sort of things which could be considered for funding.

“I would welcome any bid from Southend.”

The first stage of the City Beach scheme, which was finished last March, included the widening of Marine Parade, the installation of stunning digital lighting columns and water fountains.

The cost of the project – about £7.6million – was met by Government cash.

Before it was even completed, council bosses revealed their intention to expand it eastwards to the derelict Esplanade House site.

The second stage would create wet and dry play areas along the seafront, as well as putting in another six to eight lighting columns.

It would also include improvements to the junction between Marine Parade, Eastern Esplanade and Southchurch Avenue.

Following yesterday’s launch, the council has until the end of March to officially express an interest. It must submit a full bid by September and, if successful, will receive any grant in December. Other projects which could also be considered are plans to build a new pavilion at the pier’s shore end and the £35million cliffs museum scheme.

The fund is also available to charities, voluntary groups and private sector companies.

John Lamb, the council’s Tory deputy leader, said: “City Beach was always envisioned as a two-stage project, and this could provide an ideal opportunity to secure some of the money that would be needed.

“The idea of this fund is exactly right.

“Coastal towns do need more help and we are glad to see this Government providing it.”

Jackie Govier, mayor of Castle Point, welcomed the cash boost for coastal areas.

She said: “Anything that brings money sounds great.

“We are very much going for regeneration on Canvey at the moment and personally I would like to see any funding we could get put towards youth work.

“A new youth centre would be lovely if we could attract the money for it.

“I’m sure the council will discuss it and bid for something.”

Oh, and maybe a spy camera car to drive up and down the seafront just in case some poor person has to stop for an emergency pee at the public toilets. And how about a nice, vast expanse of concrete called a shared space where vehicles can play knock down the pedestrian. Oh, and maybe a nice solid gold plaque to remember Anna Waite by. Or..... Perhaps the £23,000,000 will just about cover the consultant's fees.

As for MOTs, I check my cycles weekly and give them a full service every month.

I think drivers should have to service their cars monthly too, especially as there is more to go wrong with cars and a car going wrong could have life threatening consequences.

yea but they should pay they need an mot and insurance. and pay tax for bike lanes why should our tax go on somethink not alot of people use i drive down the seafront everyday never see anyone on there apart from joggers.
you want to use the roads you need an mot and insurance make sure your breaks are working, because when i hit you i want to claim of your insurance for the dent you will put in my car!

checking your cycle weekley is not good a qualified person should do it and charge for it aswell. you should have a certificate to proof your bike is road worthy. all other transport has to pay for mot and insurance why cant you people on bikes do the same.

All CTC members are automatically insured.
On top of that I am covered by my household insurance and life insurance when I am cycling. That's three insurance policies covering me.

I think drivers should also have at least three insurance policies covering them.

My taxes also pay for airports which I never use, hospitals which I never use, schools which I no longer use (and which I strongly suspect you never used), pavements which I rarely use as I rarely walk anywhere… there are thousands of things my taxes pay for which I never use, but I don't mind that my taxes go towards them because that is how society works.

i dont come crying to you as a young drive and i drive a mondeo st and know my insurance is going to be hight. i not going to ride a bik to drive 20 miles each way to and from work.

It is in fact illegal to ride a bike without a working back and front light. How many bother though. if all cyclists had lights that worked and a bell car drivers would be a lot happier about them being on the road because they could be seen and pedestrians would be happier because they would be heard.

According to wikipedia there are over 200 seaside towns in the UK. That works out at £115,000 each. Pretty much naff all in the overall scheme of things. If there are 170,000 people in Southend, then it represents less than 70p per person.
Contrast this to the over £100 per person that we give in overseas aid. I'm not saying the overseas aid is wrong, just putting this £23million into perspective.
Then there is the cost of putting a bid together.
And it is not just councils, it is businesses and charities that can apply for money, so that diminishes the amount to each council even further.

Haha! Get over yourself. Jayman is doing what many political commentators do and voicing an opinion. It is also my opinion that something is very wrong at SBC. Too much money has gone from the taxpayer to the pockets of friends of friends of councillors for little or no return. Renaissance Southend comes immediately to mind.

All councils are frauds and that is just commonsense! Basildon council is the expert in this, if its not true then they can sure me.

if you want to take legal action against me that's okay..

first you have to find me. you will need to get a court order for my personal information to be released... very costly!

then you have to issue a summons to court on a Libel charge. then you have to do many things. you have to prove the absence of satire (clearly satirical) and you have to prove that SBC are not corrupt (very difficult) then you have to prove that there was no right to reply by any cabinet member or anyone affected by my statement (hello) then you have to await a judgement.

if you win you can then pursue damages, if you win you can then reclaim the amount awarded to you, and by the time this has all finished the Tory government would have finished with there mad austerity measures. you can then have half of my wooden shack on two tree island i moved into due to socio/financial prejudicial government policy. I.E I'm working class and have a small family.

Just to point out:

The Council can not knock down Esplanade House, as it is privately owned. The labour government passed a change in tax that if a building is uninhabitable you do not have to pay tax on it but if a certain percentage of the building is still standing the designation of the land remains be it commercial/industria
l etc

If you clear the entire site before submitting a new planning application the designated banding for the site is lost and it becomes a brown filed site thus leaving a part demolished building on the site you do not have to apply for the land to be used for commercial/industria
l uses as it would not have lost its banding.

Been to Brighton for the weekend and apart from the dismal parking facilities their Pier is second to none. Free entrance, free deck-chairs, amusement arcades, cafes, bars (3) mini fun-fair and independent outlets selling a variety of arts. Considering the recent weather it was busy as well, with most outlets open. Come on SBC - buck your ideas up and get the pier back up and running properly - either that or hand it over to someone who can ie Mr Miller.

When or if the Cinder Path is rebuilt I only hope the footpath is on the seaside with the bikes along side the railway tracks, more people walking would sit and look out to sea than bike riders stop and sit.

They also need to put speed limits on and crack down hard on bike riders who cycle off the track with fines and possibly take the bike away no matter how much they have paid for it.

Even the most ardent of the bike riders on here have to admit there is a small hardcore that flout the rules and use the footpath on the seafront and cycle down the High Street, it is these this small group that turns people against the innocent bike riders that abide by the rules and stick to the designated routes and dismount when they get to the High Street.

It is time that the bylaws were rewritten for harsher punishment for those cyclists that do not respect pedestrians, as I said fines or take the bike away.

no i am not crying to you i have a bike, rollerskates, a car and untill recently had a motorbike.
as i have a bike i still dont see the need for bike lanes when there are roads. you know theses roads you keep on and on about that we all must share, so why o why would you want bike lanes that hardly anyone will use.
when i walk down the seafront i walk in the bike lane just to **** people off like you ha ha ha ha!

My friends mother was so worried about him when he first got his bike she persuaded him to ride it on the pavement until he had got used to it. It was a fearful sight to see him tearing along the pavement on his honda CBX 1000
