Updated: Crash shuts Southend road

A 17-YEAR-OLD boy has been left with life-threatening injuries after a scooter he was on collided with a police car.

The incident happened at 2am this morning in Bournemouth Park Road, Southend, at the junction with Central Avenue.

The collision involved a black and blue Yiben scooter which was in collision with the side of a marked police vehicle.

There were two people on the scooter, a 17-year-old boy from Benfleet and an 18-year-old man from Southend.

Both were taken by ambulance to Southend General Hospital. The 17-year-old was then transferred to Queens Hospital in Romford with life-threatening head injuries, while the 18-year-old was later released.

The occupants of the police vehicle, both local constables, a man and a woman, were taken by ambulance to Southend General Hospital and were later released having been treated for minor injuries.

The incident has been referred to the IPCC.

The road was closed for investigations until about 8am this morning.

Police at the force’s Serious Collision Investigation Unit are appealing for any witnesses to contact them on 101.

hope there was no one hurt...

im not saying the reson for this accident is due to the speed humps as i was not there to witness it so i cant comment.

But, those stupid speed humps are dangerous, people take chance and pull out between them when u slow right down to go over them, but the council know best...

7PM is not a typo as I was walking the dog at 5.45am and the road was shut at the junction of north ave and BPD, and South Ave and BPD and the top end of Central Avenue was shut. Police were photographing a motorbike helmet on the floor and a motorbike on the floor. Looked pretty serious- no cars to be seen

I saw a low loader escorted by two police Landrovers go up Victoria Avenue this morning with a police car that had obviously suffered a collision. Front door had a hell of an impact mark.

If that picture is correct the bike was displaying L Plates which means he should not have been carrying a pillion passenger unless, of course, he has a full licence and didn't remove the L Plates

Even with a qualified passenger you still have to display L Plates

From my understanding a learner motorcycle/scooter is not allowed to carry a passenger full stop, regardless of whether the passenger holds a full licence.

He's 17 years old, he would only have a CBT licence (for a 50cc bike/scooter), there for, he is not allowed any passagers on the bike at all. You have to be over 21 to hold a full motorbike licence. If he has a full licence, he would not need to display L plates.

Silly boy to carry a passager and endanger both of there lifes.

But i wish all a speedy and full recovery

Important thing is that all involved make a good recovery.

The bike was displaying L plates so, on the face of it, shouldn't have been carrying a pillion passenger.

As this is a traffic light controlled junction then the only way a collision should be able to occur is if one or both parties went over a red light, which party is for the investigators to ascertain; anything else on here can be nothing but pure conjecture.

seems this week accidents in southend through the wrong use of scooters in the hands of teens have highlighted the age old issue of the CBT.
The cbt is a a training course which is shorted than your school pedal cycle test. I find these kids dressed in the wrong gear, riding in packs with reduced awareness of their surroundings, riding their scooters with their feet on the passanger foot pegs reducing their control and balance and attempting riding practices which are unsuitable for shared roads. Perhaps the driving with grace program could be extended to include scooter riders, as many of these riders who highlight themselves by their antiscoial and dangerous behaviour have simular attitudes to young Ben. If your child has a scooter (and many need these as affordable transport) enrol them on bike safe, ask them to refrain from riding in groups, and make sure they wear the correct gear the correct way.

if the police car had a running video they will easily see who is a fault. no offence to the bike riders to youngsters on a bike at that time? drink? drugs? egging each other on?

tell young ben that he is inside for the incident in thorpe bay which killed 1 and left another fighting for their life and forever disabled. He was in a car but it was simular pratting around with a vehicle that caused that accident perhaps if he had said i am only young it would have been a good defence and everyone hurt or killed would jump back to how they were bigboy and council taxpayer its people like you who let their kids do whatever they like and cause antisocial problems. Dont defend idiots

glad to hear some positive news on his condition.
sadly the issues surrounding the fact he had a pillion on the bike when he was displaying L plates points to the fact he was attempting something outside of his capabilty and liecence. As an experiance biker i know the diffrence carrying a passanger makes and the increased stopping distances.
lets hope that he recovers 100% and can use his experiance to highlight the dangers of what seems a little thing but has such huge results
