Updated: Vandals strike at Southend towerblock

VANDALS have damaged the lifts at a Southend towerblock - leaving residents unable to get out unless they climb the stairs.
South Essex Homes has been informed was informed this morning that the two lifts at Pennine flats , in Coleman Street, were out of action.
South Essex Homes has been speaking with a lift repair company but say special button panels must be replaced, and the work is not expected to be completed until the end of the week.
Anyone with information about how the damage was caused, or who is responsible for it, is asked to contact the SMAART team on 01702 423504 or Essex Police on 101.
If you are a resident of Pennine who has not yet been contacted by South Essex Homes but requires assistance due to the broken down lifts, please call Customer Services on 0800 833 160.

is this a subterranean towerblock then?
If not, it would be more accurate to say that the residents are unable to get out unless they go down (or descend) the stairs.
I am guessing the person who wrote this was trying out which version of the past tense was better, but forgot to remove the other one once they had decided.
Nice to see that Gina or Melissa are still at it, but at least there appear to be no spelling mistakes this time round.
