“IT WILL be an operation of unprecedented scale, risk and complexity and is beyond the normal business of any council.”

This paragraph from the agenda for next Monday’s council meeting gives a clue to the magnitude of the planned eviction of travellers from their Crays Hill site.

The report lays bare, for the first time, the detailed planning between Basildon Council, police, Essex County Council, the fire service, lawyers and health bosses, all of who are already running up their own additional, largely undisclosed, costs.

The council estimates up to 400 people will have to be removed from Dale Farm.

As soon as the operation is complete, a whole new set of costs will present themselves for new homes, schools and health services for evicted travellers.

So meticulous has been the planning, it has even budgeted for equalities training for bailiffs, to avoid falling foul of human rights’ legislation during the operation.

All council staff on site will also be trained.

The report to the council meeting, prepared by Tory council leader Tony Ball and senior officials, said: “The planning has taken many months involving all partner agencies.

“The direct operation is likely to take at least six to eight weeks. The subsequent impact on resources is likely to be significant, but is impossible to quantify with precision.

“Extensive work has been carried out on planning.

“The costs identified, however, can still only be treated as indicative due to the complex nature of the operation.”

The report warns unforeseen events, health and safety measures and bad weather could all affect the total bill.

The costs are so high the council is concerned it may not be able to deliver all normal services during and after the eviction. Not only has the council had to look at dismantling 51 caravan pitches at Dale Farm – a £2.2million cost through bailiffs Constant & Co – it has to prepare for the after effects, including preventing further illegal occupation of nearby land.

The council gave an undertaking to the High Court it would also ensure evicted families can still access schools and health services. Essex County Council and NHS South West Essex will bear these costs.

Basildon Council will also have to rehouse many of the travellers affected and is setting aside £1million for this.

Officials have also allocated £100,000 for a temporary advice and liaison service, directing evicted travellers to where they can access services.

Demolishing Dale Farm involves removing mobile homes and caravans, plus all wash rooms, outbuildings, fences and all concrete and block paving.

It will then be ringed by a barrier of earth to prevent reoccupation.

All travellers’ personal possessions, including animals, may have to be taken to safe storage, where they can be subsequently collected by owners.

Apart from the travellers, the council expects large numbers of protesters and campaigners to descend on the camp.

The report says: “Indications are there will be a significant presence of other protesters, some of whom have no connection with the site or indeed the travellers.”

This has prompted Essex Police to estimate costs of about £12million to police the operation.

The force can afford £3million, but wants the remaining £9.2million from the Government. If it is not approved, the council is refusing to chip in.

Other agencies including Essex Fire and Rescue Service, NHS South West Essex and East of England Ambulance Service will largely pay their own costs.

However, in some cases they can bill Basildon Council, which is why its overall costs have soared.

The fire service intends charging the council £50,000 for the use of “specialist” fire engines. The ambulance service will foot most of its bill, but is allowed to charge the council an estimated £200,000 to cover additional costs.

Basildon Council hopes to set aside another £1.5million to pay experts in contingency planning to ensure all possibilities are prepared for and there is money should things go wrong.

An additional £1.5million will cover legal action to try to prevent travellers moving on to council-owned land or pieces of green belt owned by members of the community in Billericay and Crays Hill.

It will also cover any legal challenges or compensation claims from families and the restoration of Dale Farm to green belt.

Road closures will be necessary in Crays Hill throughout.

Mr Ball told the Echo all costings were worst case scenarios and estimated.

He added: “We had to make sure every possible outcome was considered and the money was there if needed.

“We have done this to try to avoid having to go back to full council to release more money should problems arise during the eviction.”

Everyone council tax payer in Basildon should refuse to pay their council tax to fund these people. Enough is enough.

The moral of the story is, like everything, nip it in the bud before it gets to be a prob. We all know it was an illegal site and therefore they should have been moved on immediately. next time have the courage to do that . It would have been cheaper to go through the legal ramifications afterwards than allow the travellers (who should travel) to gain such a large site.

The problem is this lot have had their heads so far up there own backsides trying to justify the sports village nothing else has mattered to them. If they had knocked down the first illegal plot when it went up then there would not be a problem now.

I've said it all before but basically there needs to be a willingness to evict in order to make this happen.
To be honest even the people of Basildon district seem to be quite relaxed in their attitude to the continuing situation. How many anti-traveller protests have taken place? How many people have actually written to MPs and government departments to register their feelings over the special treatment given to just this one group compared to every other citizen in Britain regardless of their ethnicity?
This whole business is deliberately being blown out of all proportion. These people are "travellers". They have been allowed to stay on the land on that basis but have chosen to develop permanent homes. They say that they prefer to be on the road and even if they erect a portable bungalow with brick walls they still need somewhere to store the towing caravan, the 4X4, the pick-up truck, the horesebox, the horse etc. etc. Of all the populations of the world this lot are best qualified to travel back from whence they came - we might even pay the ferry fare.
One month's notice is deemed sufficient time for any other homeowner facing eviction. So why are G/Ts any different?
Logistically, the actual eviction of the families should not take more than 1 day. 400 people = 10 coaches maximum. Police need to be present in sufficient numbers to enable the removal of the families and the securing of the secured sites. If they just imagined it was a peaceful student demo in London I am sure it would be just another day at work.
As to the illegal plots....any structure and property remaining after the deadline stated in the eviction notice becomes the property of the Crown. Goods and chattels left behind to be sold to recoup some of the costs and the structures themselves sold or demolished whichever is best cost effective.......bye bye.
This is all one big bluff and someone with courage needs to cool it. If we continue to **** foot we must resign ourselves to many more continuously expanding illegal camps, with all the associated problems, for years to come.

I have just read "Ironman"'s comment on the story about the allotment site being eyed-up for a potential new location for some of this bunch.
If you live within Basildon district and are concerned with the whole business of expanding "traveller" sites it is essential that you attend the meeting as he suggests .... and in numbers! Speak to your friends, chat about it in the pub....but act you must.

Its a shame we cannot pick the whole camp up, move it to another country,then we can poke our nose in like we do in other country's, send in the troops - sas - the cash and cleanse the whole place then bring it back, because everytime we need money for a good cause in this country it seems as though its being spent on a good cause for another country, still good old Great Britain or Mugs for short

If the residents of Dale Farm are not allowed to live in their homes, neither then should the villagers have theirs, I do hope that on that day when Constant & co bulldoze Dale Farm, that the Dale Farm residents make absolutely certain that the villagers who want them gone should also walk away with nothing.
We Romani Gypsies and Irish travellers are far to good, too good in fact that it doesn't benefit us.
If these Nazi edicts were to be playd out on blacks or muslims, you lot would have your houses looted and burned flat to the grand.
Fortunately for you so-called law-abiding citizens, Gypsies and travellers are peace-loving and non-violent.
But thankfully, all that will change. Dale Farm is promised violence, and violence Basildon will get, I genuinely pity you ignorant Gypsy-abusers here that has spewed your hate everywhere.
I hope and pray to the blessed Lord Dale Farm residents gives you all hell on that day.
We are glad of one thing though, that the eviction is being payed for with the tax-payers money. For too long the people in this country have treated Gypsies and travellers with contempt and if Dale Farm decides to riot and smash up your homes like you will be doing to theirs, then I, like many others, would say, you all had it coming, in fact, your own prejudice and hate will be your own downfall.

WOW quite a statement and scary, I think you have been reading from the wrong papers, Law Abiding, Peace Loving and Non Violent are not the travellers most of us know thats for sure, but what I cant understand is claimimg all of that then threatening violence, still most people dont practise what they preach, I am just glad the council have come to their senses

Sounds like some sort of Dictator, its a shame these peace loving law abiding people have all of a sudden become so violent, ( joke ) mind you if I was onto a good thing for so long I would be a bit peed of when it all come to an end, but this sort of attitude is what changes even the do gooders mind so you only make it harder to ponce of someone else
