Pubs told to clean up their act or face licence review

TWO pubs must improve or face closure following increased complaints about trouble and noise.

The Spread Eagle, in High Street, Rayleigh, and the Marlborough Head, in West Street, Rochford, may now undergo licence reviews in the new year.

In the meantime, Sgt Danny Barnes, of Essex Police’s licensing unit, will try to thrash out conditions with the pub’s bosses so the hearings can be avoided.

Sgt Barnes said: “The Marlborough Head has had a number of incidents which have caused us concern.

“We have received complaints of noise and disturbances, recently this resulted in a gentleman being glassed, which we have linked to the premises.

“As a result we feel the licensing objectives are being undermined and this needs to be reviewed.”

With regards to the Spread Eagle, Sgt Barnes said the gripes were of a similar nature and there had been a recent increase in noise and disturbances.

He said: “They have had a number of incidents since 2007.

“But more recently we have seen an increase in terms of noise nuisance and disturbances and we feel it is above what we would expect from a premises of that size.”

Andrea Ballard, landlady at the Marlborough Head, said: “We have three entrances and, unfortunately, we can’t watch all three at once.

“But we have had bouncers working on Friday and Saturday nights for the past two weeks as we do not want any trouble here and we will be happy to co-operate with the police.”

Representations need to be made by January 11 and should be sent to the Licensing Unit, Rochford District Council, 3 – 19 South Street, Rochford.

The Spread Eagle failed to answer repeated calls from the Echo.

If the management can't manage- this is what the landlady is effectively admitting- they should hand the license over to somebody who can.
A liquor license is not an entitlement, it is granted to those who can demonstrate to the authorities that they are fit and proper people to be granted a license. If it is subsequently found that they are not fit or proper the license should be suspended until the failings have been addressed or revoked.

the M.H could shut one of the doors like the beer garden entrance,not many use it anyway,,and why did they give a drinks licence to the new bar right opposate the marlborough if they are worried about noise?

Sounds to me the management at The Marlborough can't manage. Not exactly convincing stuff to keep their licence.

The Government won't be happy until every public house is shut down.

It's a European Government secret agenda, I'm sure.

Eventually smoking AND drinking will be banned, even in our own homes.
They are bringing in these enforcements, slowly, but surely!

Been in the Spread many times and never seen a problem. However its been done up and now has a load of young idiots who drink there. It's like a youth club now so I dont bother to go in there so no surprise theres been trouble. Shame - it used to be a good pub.

They should ban drinking until your 21 for both pubs and shops, that way it would stop most of the idiots u see out at the weekend absolutey legless.

During the summer of last year, the SE put speakers outside in their back yard, which increased the level of music noise a great deal. A short time later, there was a fight which brought down the old wall at the rear. The wall was replaced by a solid brick wall, before it was an open brick wall which allowed the music to diffuse a certain amount. As a result, the music now funnels upwards and is even louder.

The Spread is my local and I admire the effort that has been put in to make it a decent venue. However, it is a pub, not a nightclub. As an ex-district councillor for RDC, I can assure you, I would be asking for those speakers outside to be removed and a limit on the amount of people that can be on the whole of the premises, including the outside rear yard, at any one time. Putting it simply, the property becomes overcrowded and represents a Health & Safety risk.

It's about time that pup licensing was put back in the hands of the police.
