Thames Estuary airport would lift local economy, says MP

AN airport in the Thames Estuary would help re-energise the economy of south Essex, a Tory MP has insisted.

North Essex MP Bernard Jenkin also said an airport on a man-made island between Southend and the Isle of Sheppey would avoid the environmental pitfalls that have scuppered previous plans for estuary airports.

London’s Tory mayor Boris Johnson is ploughing ahead with investigating the idea, which is seen as an eco-friendly alternative to a third runway at Heathrow Airport.

Mr Jenkin, also Conservative, is leading a cross-party Parliamentary group to lobby the Government over the plans.

He said: “This would reorientate economic development to the east of London instead of the west.

“It will be much easier to re-energise the entire Thames Gateway because of its proximity to an international airport.

“There will be a huge boost for employment and also for big investment in transport and infrastructure.

“The advantage of an off-shore island airport is that it would have no impact on where anybody lives.

“People in Southend would see aircraft taking off and landing parallel to the coast, not over the coast. But it’s all very speculative at this stage.”

Last week, the mayor’s office confirmed Doug Oakervee, chairman of Crossrail and the lead engineer in the construction of Hong Kong International Airport, would head a preliminary study into the idea.

Mr Jenkin said nothing concrete could be discussed until the report is published, which is expected to be some time in the new year.

But he anticipated if the airport got the go-ahead there would be new roads and high-speed rail links, with links to CrossRail, the Channel Tunnel and possibly another bridge between Kent and Essex.

He said: “There are going to be public concerns, but until we know what the proposals are and the environmental impact properly assessed, it’s difficult to deal with these. We need a rational debate about this.

“None of the other Thames Estuary proposals were considered seriously before. Cliffe was a non-starter, it was never going to satisfy the environmental concerns.

“For the past 40 years, we have never had someone of the experience of Doug Oakervee look at this question. If we don’t want a third runway at Heathrow or expansion at Gatwick and Stansted then we have to think outside the box.

“This is a serious environmentally-acceptable proposal and I think my party ought to consider it in due course.”

In terms of location, Mr Jenkin suspected Mr Johnson favoured a reef called the Cant, which is north of Sheppey and south of Southend.

He said an island airport would have no affect on the new Coryton superport and resulting increased shipping in the Thames, nor would it affect the fishing industry.

Mr Jenkin added: “The Thames Estuary is a sensitive environmental area, but this would be disturbing a very small proportion of the overall area.

“Creating a new island would mean there are no existing nesting sites for birds or Sites of Scientific Interest and it wouldn’t be a migration stop.”

Along with the RSPB, Friends of the North Kent Marshes are wholly opposed to the construction of an airport anywhere in the Thames Estuary because of the immense damage it would cause to the area’s internationally important wildlife and the wider environment.The whole issue was exhaustively investigated between 2002 and 2005 in the Government’s Aviation White Paper. All the key players, including the aviation industry, contributed. The idea of an airport in the Thames Estuary was conclusively ruled out and upheld by the High Court. In addition to the unprecedented environmental damage and the resulting massive legal implications, the investigation found that an estuary airport did not make sense economically, would not meet the requirements of the aviation industry and presented a significantly higher risk of ‘bird strike’ than at any other major airport in the UK. It would potentially be the single biggest piece of environmental vandalism ever perpetrated in the UK. The Government would have to recreate any lost or damaged habitat elsewhere BEFORE work on the airport could start and even then only if they could prove there is no alternative site for the expansion and it is in the overriding public interest.They would face a legal battle, which could last for years.

Climate change remains the greatest threat to biodiversity and the construction of a massive new airport in the Thames Estuary will have impacts that extend far outside the immediate area. Emissions from aircraft remain (one of) the fastest increasing sources of greenhouse gases and the demand for flights should be managed rather than just accepted as necessary.In a low-lying area like the Thames Estuary, the threat of climate change is particularly significant and it is foolhardy to consider building an airport that would only contribute to the underlying problem.The Government’s plans for the regeneration of the Thames Gateway are being promoted as low-carbon and stress the importance of greenspace and the natural environment as part of its success. An estuary airport would remove any possibility of the Thames Gateway being “low-carbon”.

How many people would want to use this airport with the knowledge that a bird strike was a very high possibilty, I know I wouldn't.

Indeed an airport in the Thames Estuary would be unsafe.
Even with an aggressive bird hazard management programme (i.e. shooting or scaring the birds away), the bird strike hazard would be up to 12 times higher than at any other major UK airport.The governments own birdstrike hazard report from the 2003 SERAS study stated that "It is difficult to envisage a more problematic site anywhere in the world."

And I suppose this idea would cut short the planned expansion of Southend Airport. If this North Essex MP is so keen for a coastal airport why not off the coast of Clacton Walton and Frinton! North West Essex residents don't want Stansted expansion we down here plus North Kent aren't really keen on a Thames Estuary airport. Not much room to expand at Heathrow. What about Gatwick?

I see Borris has another mate who is also Bonkers. Main question is where is all the money coming from to build such a megga development? The Government? Europe? Saudi Arabia? The Banks? Now that's a laugh!... I think the birds in The Estuary can rest easy or rather fly easy.

You will notice that "North Essex" is not South Essex or South East Essex. Perhaps Boris and this tw1t should stick to suggesting suitable sites within their own constituencies for airports and other such developments.

Reminds me of Heseltine who thought up the Thames Gateway initiative to over develop anywhere East of London (Wasn't his constituency the one that Boris recently gave up, somewhere west of London I think?).

Yet come the election this part of Essex will remain true blue tory!

The Big Blond Bombsite did indeed take over from now Lord Hezza as MP for Henley 7 years ago. In fairness this idea's been around donkey's years. What with the threat of global warning any venture built in the Thames especially off the Sheppy coast's doomed to flood within a few years anyway! Sorry Mayor of LONDON we here way out of your power are not really that keen on this idea of yours and your equally mad NORTH Essex Tory

Also Boris worry more about helping to provide the best public transport possible for the London Olympics in 2012 and to try and work on a routine that won't mark you down in the world media as total laughing stock come 28th July 2012 the day after the Opening Ceremony! If you want to try and expand and airport try London City!

I think you'll find Stansted is in North Essex. Perhaps Mr Jenkin is attempting to appease his own constituents (who oppose an extra runway at Stansted), by pushing for a whole new airport elsewhere. Devious.

This idea reappears every few years or so. Most of us in the south of the county don't want it. The infrastructure isn't available nor do we have the space for it, so just lets drop the whole crazy idea.
