Part-time fire crews at risk because of EU hours ruling


PART-TIME firefighters may have to cut their hours because of a planned change to European employment legislation.

The retained firefighters, who are all volunteers, can be called on duty at a moment’s notice to attend emergencies.

But the European Parliament has voted to remove the exception to the working time directive, which had previously given some employees the option to work more than 48 hours a week.

If the change goes ahead the plans will see retained firefighters, most of which have full-time jobs, unable to be on-call as they will be working too many hours.

Ian Lighton, 38, of Gunners Road, Shoebury is a retained firefighter at Shoebury fire station. He said: “If it comes in, and it is as basic as this, then those retained firefighters who are in full-time work will have around four to five hours left they can use to be on call.

“I don’t think it will come in like this. I am hoping there will be some kind of opt out for services like ours because otherwise the service will not be able to operate properly.

“Many areas rely heavily on retained firefighters.”

Billericay Tory MP John Baron is backing an early day motion campaign in the UK parliament against changing the directive. He criticised the decision and claimed it could cost lives as there will be less fire cover in rural areas and full-time firefighters will have to travel from further away to get to incidents, which could cost vital minutes.

He said: “Retained firefighters are essential to ensuring we have proper fire cover.

“Their work should be celebrated, not put at risk by EU bureaucracy and the working time directive.

“The firefighters themselves are clear this proposal would fundamentally undermine our fire cover and the protection for the public.

“The loss of the retained firefighters would also force up council tax, as more full-time firefighters will be needed.”

There are 438 retained firefighters in Essex with 20 vacancies.

"The retained firefighters, who are all volunteers" ..............They may be volunteers in the respect that they choose to do the job but they are also financially rewarded handsomely, witha yearly retainer and a hourly rate of pay.

About time the EU were told to keep their nose's out of our rules & regulations, they cause more harm to our country than any bristish polical party ever has. And I did-not vote for the Commonmarket (EU)! I voted agaist it, who would want to be ruled by old enemies, and countrys that we (i mean our gallant armed forces)had to save in two world wars.

I wonder what our special constables will do, most of them have full time jobs & then work a Friday night sorting out all the loolars!!

True, Steve, they are rewarded with a retainer and paid for their time. But I also know, through knowing many retained firefighters over the years, that they are also very dedicated to serving their, our, community and fully deserve to be compensated for taking on the role. Let's face it, it's a role which requires people to respond immediately and face some pretty horrible situations, cutting someone out of a car wreck in the early hours, anyone?

Long gone are the days when the retained men weren't expected to as professional in attitude as any other firefighter and thus provide areas with good quality fire cover in areas where full time provision would be financially non-viable and therefore reduce response times to a lottery.

It will be a sad day if this causes the demise of such services.

I would add that I salute all those who serve our communities over and above their normal day to day lives; presumably this will also impact on special constables, Coastguard volunteers, RNLI lifeboat men, St John's ambulance men and all such others, Lord help us!

I was not bemoaning what the retained firefighters do I was purely saying that they are not unpaid volunteers. Many full time Firefighters now work as retained firefighters and this will affect them also as they currently work 42 hous already in their full time job. The retained Firefighters receive the same hourly pay as full time personell. As for your final paragraph I also salute all emergency services but I would add that Coastguard volunteers, RNLI men and St Johns are true VOLUNTEERS in every sense of the word

We should do what the French do. They just ignore any European laws that they don't like, and nobody does anything about it. Thats the way to do it.

would this effect all second jobs / volunteers ?

A number of part time footballers may fall foul of this particular legislation, especially as the Revenue are trying to ensure that they get the minimum wage for their time (including travelling and training as well as playing time)
