Opposition grows to homeless centre bid


OPPOSITION is mounting over proposals to demolish a former church to extend a homeless shelter.

More than 170 letters have been sent to Southend Council objecting to the proposals.

The Homeless Action Resource Project has a night shelter in York Road, Southend, but aims to move the service to the site of its current day centre in Valkyrie Road.

The charity wants to demolish the former church building, which dates to the early 1900s, and build a hostel up to three storeys high with 29 beds.

Neighbours are furious at the plans which they say are unsuitable and out of character for the residential area, constitute overdevelopment, will cause a loss of light and more noise.

Steve Adams, 54, who lives in the road, said: “More than 170 letters have been sent to the council about this, and they’re ignoring our voices.

“We’re not happy about this proposal. They are going to decide it before the end of the consultation period with residents, and that’s wrong.

“We know the facility is needed and it will always be a hot potato where it goes, but people’s grumbles are not borne out of ignorance or prejudice but experience.

“Our experience is living with the day centre and the trouble that brings, with people hanging around and drinking. At the moment it shuts at 4.30pm and people who work don’t see it. If it’s a night shelter it will go on all night and there’ll be no rest.

The plans for the building show the accommodation will be in two blocks. It is likely that residents will stay in one block for between one night to three months.

The long-stay block will be available for stays of two to six months, before relocation to more permanent accommodation.

It will include training rooms, 24-hour security, ensuite bedrooms, offices, a new reception area and a large dining area. There will be no car parking.

Officers have recommended permission should be granted subject to the expiry of the consultation period and no new material planning considerations being raised.

The application will be discussed at a development control committee at the Civic Centre on Wednesday.

Steve Adams is quite right. A lot of people donlt realise the existing shelter is there because of it's hours. But a bigger night shelter is exactly what Westcliff does not need.
Let me remind everyone of something - nearly all the people using the shelter are NOT from this area. They have chosen to come here for various reaosns - one of them being a soft-touch approach by local authorities. For years, the Council and their lackeys have used Westcliff as a dumping ground for paedos, weirdos, bailed prisoners, drug addicts. Enough is enough. Stop this hostel plan, clean up the streets and reduce crime by removing the trouble-makers. Let' em go andf live in Thorpe Bay, where our Councillors live. Let's see how they would like it....

well what is the solution we have no centre for the homeless and we see our streets filling up with more and more homeless having seen the proposed plans for the building to replace the delapedated church in valkyrie rd ive got to say i think that it will improve the overall look of the area at the moment the church is in a state of disrepair the buildings on either side of it have been vacant for a verry long time and its verry un-sightly
at the end of the day its got to go somewhere ive lived in westcliff for many years and ive never experienced any problems with the day centre, after attending an open day at the centre i was told that tey were gonna implement a smoking area at the rear of the building to try and stop people standing at the front of the building im now aware that this has been implemented.

This church is an architectural feature framed by two old trees as you walk down Annerley Road, to destroy this and replace it with an ugly lump of concrete is not the answer.

The people of Westcliff have suffered all sorts of anti-social behavior from the so called homeless - mainly druggies and alcys that frequent the homeless center in Valkyrie Road. I feel sorry for the residents of this street as it is not uncommon to see the 'homeless' necking cans of special brew outside. This is meant to be a residential area, not a beer garden!

Southend has a big problem with genuine homeless people, as well as alcys and druggies, and it is this silent majority that should be helped, isn't it about time Southend council

A) Put some money into a larger shelter nearer town?

B) built more council housing for people that were born and bred in southend

Oh I forgot to add, this would be like putting a sticking plaster on a gaping wound, and once word gets around that there is a larger facility in the area many more would flock here, meaning even more junkies/alcy's more anti-social behavior and then an even bigger facility would be needed.

One reason all these people come here from out of town is not because Southend Borough's a soft touch. The main reason is because there are only 2 other similar facilities in the whole of Essex county: 1 is in Chelmsford and the other in Colchester. Perhaps if messess Castle Point, Basildon and Thurrock Councils decided to try and do something about it's homeless population rather than Southend be its "dumping ground" then perhaps the plans could then be scaled back a bit. At the moment York Road has 14 short stay beds. The rear block of a new centre would have (shock horror) 14 beds! The extra accomodation comes in the form of emergency accomodation. I also live a short distance from the current Day Centre. Perhaps if other properties in and around Valkyrie didn't look as bad as they do perhaps a nice shiny new homeless resource wouldn't quite look so out of place! HARP have my support for the plans to bring together it's day and night services for those who become homeless and are in need of help.

It would be nice to think that adding nice things to the area is the correct thing to do.

Those dreadful derelect Type High Rise building in Victoria Avenue are ideal for the homeless.

And there but for the grace of God - make sure you keep up to date with your mortgage payments; don't get made redundant or have a long term sickness else you might just be grateful that such a centre exists!

My fault for not being clear.

A MUCH BIGGER BETTER HOMELESS CENTER IS DESPERATELY NEEDED BUT NOT IN THIS LOCATION.

Make no mistake about it, I would indeed be grateful for such a facility to exist should I ever become homeless.

Like evilc says the high rises in Victoria Avenue that incidentally have been empty for years would be ideal. HOW ABOUT IT SOUTHEND COUNCIL? something for the vulnerable residents of southend for a change?

There are many decent homeless people, who do not draw attention to themselves, some are really vulnerable, and my heart goes out to them. However it is the aggressive special brew swilling asbo junkie chavs that are often seen begging in Hamlet Court Road and the High Street that are perceived as homeless, thus giving genuine, decent homeless people a bad name.
