Plan to transform Southend's Victoria Avenue

NEW homes, shops and green spaces are among the ideas proposed for a massive redevelopment of Victoria Avenue in Southend.

The proposals to replace the road’s 1960s office blocks, many of them empty, have been revealed by regeneration company Renaissance Southend.

The sketches show how the entire area could be transformed into a mix of housing, shops and new offices.

At the moment, Renaissance Southend and Southend Council want to gauge the reaction of residents and traders before drawing up more specific plans later this year.

Town centre homes and small shops to support the people living there are among the key ideas. The suggested makeover involves grass and trees along Victoria Avenue and getting rid of some of the empty and ugly office blocks.

David Balcombe, Renaissance Southend project manager who drew up the sketches, said: “We want to introduce a discussion with people who live and work in the area about what their ideas and aspirations are for the regeneration of the road.

“People must understand the area needs to change.

“There are some good buildings there, but we want to get rid of the less attractive and commercially unviable buildings.”

Buildings which will definitely stay, include the Civic Centre, the courthouse and Alexander House, the Revenue and Customs building. The new buildings would be made of low-carbon materials, with solar panels and vegetation on the roofs and eco-friendly drainage system.

There would be routes for pedestrians and cyclists with the aim of minimising short journeys by car.

One of the ideas is to give a makeover to Civic Square which would have more trees and grass planted there and possibly a cycle hire facility at the bus stop.

Mr Balcombe said there are no numbers for housing at this stage and big shops would be unlikely because the shopping areas of London Road and the High Street are nearby.

Renaissance Southend chairman Theo Steel said: “It grieves me to see buildings deteriorating and doing nothing. Victoria Avenue is the entrance to the town. I would like to see it looking and feeling more vibrant.

“With the current economic climate, it’s certainly a challenge. Some of the buildings are where people are working. We want a delicate balance between improving the environment and keeping employment in the town.”

Using the feedback from residents, Renaissance Southend will draw up provisional plans which will go to the council for approval before another round of consultation in the autumn.

Make the occupiers of the flats sign an agreement as part of the conditions of living there, that they will not own a car while they are a tenant. You can't get much greener than that.

Ok, so now that this ones, done and dusted, considered a success, file away under case closed, any ideas where Renaissance will spend next weeks cgi budget on?
...
My guess is in conjunction with Chainsaw that the St Johns Cultural Quarter file is due for dusting off and a big money revival!

I live close to this proposed development and although it all looks very nice(normal for Renaissance Southend) the actual chance of getting this built is practically zero(normal for Renaissance Southend).
I don't suppose anyone has noticed that the office blocks in question are directly opposite the civic centre and the planting of trees and changing concrete slabs for grass is directly outside the civic centre? Funny that.

We know that chainsaw does, because whenever any derogatory comments are left she winges to the Echo, who pulls them. Re the latest proposal I think we can add an event into yesterdays comment re SBC's summer time-table; Monthly prize-giving for 'Rennaissance Southends most ludicrous pie in the sky plan' coupled with the 'who can spend the most on consultants fees' award.

Nice idea, the green roofs and extra trees in particular. Whether it'll ever happen is something else entirely, but when the housing market picks up there;ll be a shortage so perhaps a developer will back this...

Forgive me if I'm wrong, but wasn't there a proposal very similar to this many many years ago which proposed a 'cafe culture' style with lots of al fresco dining space and nice apartments in the office space above? Nothing come of it then - and nothing will happen now!

I doubt it's pie in the sky. The public were consulted on the current changes now happening at Victoria Circus approx 2 years ago - I know because I contributed to the consultation. This is a really positive step forward for the town. Teh empty buildings area in Vic Ave desperately needs regenerating. Be nice to see a park for the public and the local workers to be able to go to during the day. Also more housing is desperately needed in the town so they shuld convert some of these empty buildings into affordable, inthe true sense of the word, flats.

bub-waah!!! More housing is needed, flats along Victoria Avenue, really???? Would that be like the highly modern Skyline Plaza that no-one wants to live in that cant be sold for love not money...mmmmm I think not.

As somebody else commented, it's a shame they can't revitalise the area as Southend's central business district. Southend has an imposing skyline with landmark buildings. It would be a shame to see it all reduced to flats and shops.

it sounds like a good idea to me, as long as its not stopped half way through due to lack of funds like the big ugly half buile 'development' thats been huanting my road for 3 years!!

Great comment, totally inaccurate of course. Perhaps it might be a sensible idea to check the records to see just how many new trees have been planted locally in comparison to the very few that have actually been cut down. Or then again, perhaps not, it's not always easy to eat humble pie when you're totally wrong.

Went into Southend today to do some shopping (Monday) normally a monthly visit and not a town I get much pleasure to shop at and am usually in and out, but today I took time to take a look at the town, the wind tunnel that’s its high street is the most off putting thing when your shopping, and the town has a few shops unoccupied, I appreciate that a lot of towns are also blighted by the same problem but it also had a feel of dilapidation and then there is the untidy shop fronts and facials where the last occupies name has been removed with some cheap replacement put up, and they cant even be bothered to give it a new lick of paint, as if the company is just passing through as in a lot of cases it is, The council keeps informing the ratepayers about all the marvellous projects it working on or that’s in the pipeline but completely ignores its main shopping centre, there should be a standard that the shop owners have to comply to in the town and not any cheap looking rubbish they decide to erect. Then you have groups of boys kicking footballs and shoppers having to move out of the way, and other large groups shouting and swearing as if they was on some run down sink estate, I want to know if anybody mans the cameras or are they on extended dinner breaks and the plastic bobbies I saw one who look like she ate for England, have all standards gone out of the window, and I get the feeling Southend has become a transit centre for immigrants. So if this council thinks by erecting some new shops, homes and traffic lights it’s going to rejuvenate the town and create a place people will visit and spend money they are wasting time and ratepayer’s money as the town is never going to have a chance to shine, if you don’t first clean up the general malaise of the town.
