Updated: Pier Hill 'blunder' could cost council £1.7m

SOUTHEND Council may have to repay nearly £1.7million to the European Union after an alleged blunder over the prestigious Pier Hill improvement scheme.

The council has been accused of failing to go through proper channels when awarding the contract for the £6million works to civil engineering firm Fitzpatrick in 2003.

Borough treasurer Martin Hone said auditors brought in to check the accounts said the council should have put the contract out to tender rather than just awarding it to Fitzpatrick.

As a result, the auditors have warned the council could have to refund a significant part of the grant.

This could be up to £1.7million. The situation was been described as an “utter farce” by council leader Nigel Holdcroft, who said the council would be fighting to make sure the money could be saved for the town.

He said: “We took outside advice from consultants at the time and were advised we could deal with the matter in the way which we did. “It is ridiculous the issue has arisen again following an audit carried out by our external auditors, Pricewat-erhouseCoopers, last year.”

Conservative councillor Mr Holdcroft added: “It isn’t even as if the money would be used elsewhere in this country if it was paid back.

“It would go straight to Europe. “We will continue to negotiate with the Government Office for the East of England about the matter to try and find a solution which does not involve giving back the money.

“Otherwise we will be looking for redress from the advisors we had at the time.”

At the time the contract was awarded, council chiefs said the money needed to be spent “as a matter of extreme urgency” because there was a time limit on the grant, awarded through Thames Gateway.

But the auditors said the need to spend the money quickly was not adequate justification for bypassing the normal procedure of getting a number of quotes before awarding a contract.

Mr Hone said the council would continue to fight to keep the cash, arguing it was a “very special set of circumstances”. The Pier Hill scheme involved the remodelling of the hill itself and the provision of the new lifts and viewing platforms across the estuary.

The total cost of the scheme was £6,451,000, half paid for by the European Union and the other half by the council.

A report on the issue will be considered by the council cabinet next week.

Strikes me this has been an utter disaster all round with lifts regularly failing, supposedly highly desirable shop area still vacant since build. As for the design we wont go down that one.
Heads should roll for this one although it will be closed ranks as usual. Local government should be transparent, not the case in Southend.

1.7 Million could be much better spent than having to pay the European Union, how about giving the money to charity.

No point in hopeing that the head of the council will fall on their sword, by any chance. Why! Oh why do we put up with these muppets in our council. The town belongs to those who pay the council tax, so I say the whole council should resign. And call a new local election while it is still fresh in every bodys minds!!

O please vackman show me this wonderfull new pierhill because the one i see is cr*p. The work overan by a year. the building next to the lift leaks lie a seive.The lift isnt up to the job.

A valuble lesson for the council is dont believe what the consultants tell you. Please someone fall on your sword for your incompetence.

It had never really dawned on me until just now how ugly the Pier Hil revamp actually is. It looks hideous.

How you can say the Rayleigh windmill looks like a blot on the landscape and this looks nice is beyond me. I think that's taking your loyalty to Southend a bit far. It's a dive.

What is wrong with the Council in this town. Its one thing after another. We pay enough taxes in this country so its frustrating when money is thrown down the drain.
I watched a programme last night on the Secret millionaire. With Victoria Avenue becoming a ghost town we shall become a Rhyll if this Council has its way.
And yes I vote during local elections.

If the windmill had been built in Southend, Vackman would be happy as it would have been demolished long ago. Incidently I love Southend as much as Rayleigh, so let's put that one straight. It never ceases to amaze me how such a great town's heritage has been systematically destroyed for what I see is an inferior developments such as Pier Hill and the equally ugly, out of character, Pier Entrance. However, they at least, sort of match, for what it's worth. Why oh why wasn't some of the old charm of the original Pier Hill kept in the development? Even the lovely 'tiled' sign ROYAL HILL built into one of the brick pillars of the original wall was wiped away. Well it's all water under the bridge now. Sorry I forgot, 1.7 million isn't going to so easily wash away.

It's time for change Southend. Wake up and do something about your local council in the next elections. It seems to me they waste most of our money on glossy brochures telling us how great they are and on fees to consultants, the local Quango and then award jobs to their mates without going through the correct procedures. They are a disgrace.

Windills are made out of the wrong stuff now if it was made out of concrete that would be diffrent.

Concrete I love the stuff, the more concrete the better for me, its great stuff I see one day an entire world made out of concrete why…

Its my job to produce it, mix it, develop new stronger lighter concrete so the more that’s used the better.

I can solve the parking problem and A127, A130 jams concrete the Thames from Tower Bridge to Shoeburry that way there is a massive new road and tons of parking ;)

Why is that a problem it was the Tories that signed us up to Europe in the first place,
they started the destruction of Britain and still carry on doing it.
You can't trust any of the 3 main parties to get it right even at local level.
