A RAYLEIGH golf club's proposal to reshape its course could be decided by Essex County Council.
The council is talking to Rochford District Council to decide which authority has the last word on Lords Golf and Country Club's proposals.
If the plan involves moving waste or minerals, the final decision may have to be taken at a meeting at County Hall.

However Lib Dem district councillor Chris Black said: "It should be held in Rochford, so local people can come along to the meeting and give their opinions.
"The county council can judge certain applications. At the moment there are discussions to decide which one it falls under."
The proposal would reshape the course, in Hullbridge Road and has met with objections from neighbours, who fear the work would put extra lorries on local roads.
Golf club owner Churchgate insists local roads would be able to cope with the lorries it would need to carry extra soil to the course.
