(Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.10) Order 20**
Notice is hereby given that the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984. Effect of the order:
1. To revoke the Disabled Badge Holders only bays, on the following length of road in the Borough of Colchester:
Road Description
Artillery Street WEST SIDE: From a point approximately 35 metres south of its junction with Cannon Road, south for approximately 5 metres. Substitute tile ref: TM005 245 revision 0 to 1.

2. To revoke the Disabled Badge Holders only bays, and replace with a corresponding section of'Permit Holders Only C2 Mon-Sat8am-6pm', on the following lengths of roads in the Borough of Colchester:
Road Description
Kendall Road SOUTH SIDE: From a point approximately 14 metres west of its junction with Wimpole Road, west for a distance of approximately 5 metres.
Substitute tile ref: TM005 245 revision 0 to 1.

3. To upgrade existing advisory disabled bays to enforceable Disabled Badge Holders Only bays on the following lengths of roads in the Borough of Colchester:
Road Description
Harsnett Road NORTH SIDE: From the shared boundary of No.84/86 Harsnett Road,
east for approximately 5 metres.
Substitute tile ref: TM005 242 revision 0 to 1.
Lisle Road SOUTH SIDE: From the shared boundary of No.27/29  Lisle Road, east
for approximately 5.4 metres.
Substitute tile ref: TM000 240 revision 0 to 1.
Onslow Crescent WEST SIDE: From a point approximately 2.7 metres north of the
northern wall of building No. 34 Rockhampton Walk, north for approximately 5 metres.
Introduce tile ref: TM005 220 revision 0
Queen Mary SOUTH SIDE: From a point 22 metres east of junction its junction with Avenue Berechurch Road, east for approximately 6 metres.
Substitute tile ref: TL995 235 revision 0 to 1.

4. To revoke a section of'Permit Parking Area B1' restrictions, to introduce a Disabled Badge Holders Only bay on the following length of road, in the Borough of Colchester:
Road Description
Garland Road SOUTH EAST SIDE: From a point approximately 2.5 metres southwest of northeast wall of building No. 13 Garland Road, southwest for approximately 5.2 metres.
Substitute tile ref: TL990 245 revision 0 to 1.

5. To revoke a section of'Permit Parking Area C2 Mon-Sat8am-6pm' restrictions, to introduce a Disabled Badge Holders Only bay on the following length of road, in the Borough of Colchester:
Road Description
Granville Road EAST SIDE: From a point approximately 1.8 metres southwest of the shared boundary of No.13 /11 Granville Road, southwest for approximately 5.4 metres. Substitute tile ref: TM005 242 revision 0 to 1.

6. Torevoke an advisory disabled bay, to reinstate a corresponding section of'Permit Parking Area B3 Mon-Sat9.30am-2.45pm and 4.15pm-6pm' on the following length of road, in the Borough of Colchester:
Road Description
Hamilton Road SOUTHWEST SIDE: From the shared boundary of No.14 /16 Hamilton Road, north west for approximately 5.5 metres.
Substitute tile ref: TL985 242 revision 0 to 1.
This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil EnforcementArea) Consolidation Order 2019 by introducing TM005 220 Revision 0, and substituting tile numbers TL985 242, TL990 245, TL995 235, TM000 240, TM005 242, TM005 245 revision 0 to revision 1.

(Harborough Hall Road, Messing-cum-Inworth) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Harborough Hall Road, Messing-cum-Inworth in the Borough of Colchester, O/S the Old Crown PH with The Street south for approx. 30m. The closure is scheduled to commence on 17/08/2020 to 30/08/2020 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while new foul sewer related to a section 50 S50-1515 are undertaken.
The alternative route will be via The Street, Kelvedon Road, New Road, Colchester Road and vice versa.
The Order will come into effect on 17/08/2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Tower Road, Wivenhoe) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close Tower Road, Wivenhoe in the Borough of Colchester, between Tower Road and Cross Road, approx 0.28 miles.
The closure is scheduled to commence on 17/08/2020 to 30/08/2020 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while installation of new drainage, relating to a section 50 S50-1505 are undertaken.
The alternative route will be via Tower Road, The Cross/Wivenhoe Cross, Heath Road and vice versa.
The Order will come into effect on 17/08/2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Bromley Road, Elmstead/Harwich Road, Great Bromley) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Bromley Road, Elmstead/Harwich Road, Great Bromley in the District of Tendring, from the junction with Clacton Road to the junction with Frating Road a distance of approximately 2545m. The closure is scheduled to commence on 1st September 2020 for 4 days, or where stated on a valid permit (EP201EH2295759 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Frating Road, High Street, Bromley Road, Main Road, Frating Hill, Clacton Road and vice versa.
The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Hawthorn Avenue, Colchester) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hawthorn Avenue, Colchester in the Borough of Colchester, from its junction with Bromley Road to its junction with Avon Way a distance of approximately 1325m. The closure is scheduled to commence on 28th August 2020 for 5 days, or where stated on a valid permit (EP201EH2298458 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

(Mersea Road, Peldon) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mersea Road, Peldon in the Borough of Colchester, from a point approximately 265m southeast of its junction with Lower Road for a distance of approximately 140m in a southeasterly direction. The closure is scheduled to commence on 24th August 2020 for 1 day or where stated on a valid permit (AD037SM57491977-Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while manhole cover and valve replacement works are undertaken by Anglian Water.
An alternative route is available via Colchester Road, Mersea Road, Layer Road, Peldon Road, Malting Road, Church Road and vice versa.
The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Smythes Green, Layer Marney) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Smythes Green, Layer Marney in the Borough of Colchester, from its junction with Maldon Road for a distance of approximately 85m in a southeasterly direction. The closure is scheduled to commence on 2nd September 2020 for 3 days, or where stated on a valid permit (EC30034841869 -UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks. An alternative route is available via Church Road, Maypole Road, Colchester Road, Maldon Road and vice versa.
The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(St Andrews Avenue, Colchester) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of St Andrews Avenue, Colchester in the Borough of Colchester, from its junction with Ipswich Road Roundabout to its junction with Harwich Road Roundabout a distance of approximately 255m. The closure is scheduled to commence on 24th August 2020 for 6 nights (20:00 - 06:00), or where stated on a valid permit (EP20153057886-Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while resurfacing and white lining works are undertaken by Essex County Council. An alternative route is available via Harwich Road, East Street, Ipswich Road and vice versa. The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Station Road, Ardleigh) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Station Road, Ardleigh in the District of Tendring from a point approximately 270m south of its junction with Mary Warner Road for a distance of approximately 70m in a south easterly direction. The closure is scheduled to commence on 30th August 2020 for 1 night (00:30 - 07:00), or where stated on a valid permit (KL741LTN1-56-05-300820 - Network Rail Infrastructure Ltd) then again on 14th November for 2 nights (permit number (KL741LTN1-56-05-141120
(01:15 Sat - 05:00 Mon) and 21st November for 2 nights ( Permit number KL741LTN1-56-05-211120 01:15 Sat - 05:00 Mon). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while track relaying works are undertaken by Network Rail Infrastructure Ltd.
An alternative route is available via Colchester Road, Bromley Road, Parsons Heath Roundabout, Parsons Heath, Fox Street, John De Bois Hill and vice versa. The Order will come into effect on 20th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Yewtree Farm Road, Inworth) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Yewtree Farm Road, Inworth in the Borough of Colchester, from a point approximately 225m east of its junction with Kelvedon Road for a distance of approximately 485m in an easterly direction. The closure is scheduled to commence on 3rd September 2020 for 1 day or where stated on a valid permit (BC005OP1W000000PTMS96623 - BT). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by BT.

(Bentley Road, St. Osyth) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Bentley Road, St. Osyth in the District of Tendring, from its junction with Clacton Road to its junction with High Birch Road, a distance of approximately 1310m. The closure is scheduled to commence on 20th August 2020 for 5 days, or where stated on a valid permit (EP201EH2296028 -Essex County Council). (Bromley Road, Ardleigh/Colchester Road, Great Bromley) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Bromley Road, Ardleigh/Colchester Road, Great Bromley in the District of Tendring, from its junction with Slough Lane for a distance of approximately 1290m in an easterly direction. The closure is scheduled to commence on 18th August 2020 for 4 days, or where stated on a valid permit (EP201EH2299943 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Slough Lane, Frating Road, Ardleigh Road, Colchester Road and vice versa.

(Catchpool Road/Pavilion View, Colchester) (Temporary Prohibition of Traffic & Temporary Introduction of Clearway) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
1. To temporarily close that length of Catchpool Road/Pavilion View, Colchester in the Borough of Colchester, from its junction with Cowdray Avenue to end of cul-de-sac a distance of approximately 465m.

2. A temporary'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closure to facilitate the works. Signs will be installed indicating when the restriction will be in force.

"The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil EnforcementArea) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 6th August 2020, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
No diversion is available for this closure.
The Order came into effect on 6th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Connaught Avenue, Frinton on Sea) (Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Connaught Avenue, Frinton on Sea in the District of Tendring, from its junction with Walton Road for a distance of approximately 100m in a southerly direction. The closure is scheduled to commence on 22nd August 2020 for 3 nights, (20:00 - 05:00) or where stated on a valid permit (BC211SEWAPUKK1P002 - BT). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while spine ducting works are undertaken by BT. An alternative route is available via Connaught Avenue, Hadleigh Road, Queens Road, The Esplanade, Cliff Way, Audley Way, QuendonWay, Rainham Way, Woodberry Way, The Parade, Church Road, Walton Road and vice versa.
The Order came into effect on 6th August 2020 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
