NOTICE IS HEREBY GIVEN
that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an agreement dated 31 March 2011 (and subsequently varied by Deed of Variation on 15 June 2011 and 27 July 2012) proposes to make the above Order under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45,46,49,53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the Order:
All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise.
1. To revoke 'No Waiting at Any Time' on the following lengths of road in the Borough of Basildon:
Pitsea Hall Lane, Pitsea
East side 
- from its junction with Brackendale Avenue southwards for 77 metres.
West side - from a point 5 metres south of its junction with Brackendale Avenue southwards for 60 metres.

2.
To revoke 'Disabled Badge Holders Only' and introduce 'Disabled Permit Holder BAS012 Only' on the following length of road in the Borough of Basildon:
Waldegrave (southern arm between No's.43 & 45), Basildon  
Southwest side - from a point 15 metres southeast of its junction with Waldegrave south-eastwards for 6 metres,

3. To Introduce 'No Watting at Any Time' on the following lengths of road In the Borough of Basildon:
Pitsea Hall Lane, Pitsea
Both sides
- from the entrance to Wat Tyler Country Park northwards for 114 metres.
Both sides - from a point 154 metres north of the entrance to Wat Tyler Country Park in a generally northerly direction to its junction with Hazelmere.
Highcliffe Road, Wickford
Both sides - from its junction with Southend Road north-eastwards for 44 metres.
Southend Road, Wickford
Northeast side - from a point 15 metres southeast of its junction with Highcliffe Road north-westwards for 37 metres.
Cranes Lane, Basildon 
East side - from the roundabout with Cranes Farm Road southwards and south-eastwards to a point 5 metres southeast of the junction with Sandpiper Lane.
West side - from the roundabout with Cranes Farm Road southwards for 30 metres.
Southwest side - from a point 10 metres southeast of its junction with Sandpiper Lane north-westwards to a point 15 metres northwest of its junction with Sandpiper Lane.
Sandpiper Lane, Basildon
Both sides
- from its junction with Cranes Lane south-westwards for 10 metres.
Valence Way, Langdon Hills
Both sides
- from a point 30 metres south of its junction with Puckleside south-westwards for 22 metres.
North & Northwest sides - from a point 11 metres northeast of its junction with Rye Mead south-westwards and westwards to the eastern kerb line of Albyns.
South & Southeast sides - from its junction with Breams Field eastwards and north-eastwards to a point 13 metres northeast of its junction with Rye Mead.
Debden Green, Langdon Hills
West side
- from its junction with Valence Way southwards for 31 metres.
East side - from its junction with Valence Way southwards for 11 metres.
Breams Field, Langdon Hills
Both sides -
from its junction with Valence Way southwards for 10 metres.
Manning Grove, Langdon Hills
Both sides - from its junction with Valence Way southwards for 10 metres.
Albyns, Langdon Hills
West side
- from its junction with Valence Way southwards for 16 metres.
East side - from its junction with Valence Way southwards for 11 metres.
Rye Mead, Langdon Hills
Both sides
- from its junction with Valence Way south-eastwards for 13 metres.

4.
To show on the plans listed below the existing 'Zebra Crossing' on the following length of road in the Borough of Basildon:
Pitsea Hall Lane, Pitsea
Both sides
- from a point 114 metres north of the entrance to | Wat Tyler Country Park northwards for 40 metres.

This Proposed Order would be incorporated into The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by creating tile numbers TQ735 870 Rev 0, TQ735 872 Rev 0 and substituting tile numbers, TQ680 875 Rev 0 to Rev 1, TQ680 877 Rev 0 to Rev 1, TQ705 880 Rev 0 to Rev 1, TQ710 897 Rev 0 to Rev 1, TQ735 875 Rev 1 to Rev 2 and TQ755 932 Rev 0 to Rev 1.
A copy of the Draft Order, the plans of the proposed restrictions, and of the Order to be amended together with a copy of this Notice and a Statement of Reasons for proposing the Order are available between the hours of 10am-4pm, following the current social distancing restrictions, at Civic Reception, Civic Centre, Chelmsford, CM11JE and Basildon Borough Council, The Basildon Centre, St Martin's Square, Basildon SS141DL, or online at www.chelmsford.gov.uk or documents can be posted to you upon request. If you wish to object to the proposed Order or write in support of it you should either send an e-mail to trafficreg@chelmsford.gov.uk or write to the undersigned stating the reasons for your objection or support by 18 December 2020. Any such representations will be taken into account by the Council with the result that they may be made available to the public under sections 100A-1 OOK & Schedule 12 of the Local Government Act 1972 if and when a report is made to the South Essex Parking Partnership Sub Committee.
