NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an agreement dated 31 March 2011 (and subsequently varied by Deed of Variation on 15 June 2011 and 27 July 2012) has made the above Order under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the Order: All measurements are taken as accurately as possible and are taken from the extended kerb line unless stated otherwise.

1. To revoke all Permit D, M & X parking restrictions on the following lengths of road in the Borough of Basildon and substitute with those listed in the below Articles:
Long Riding, Basildon
Southeast side: From a point 13 metres southwest of its eastern junction with Nether Priors north-eastwards to a point 32 metres northeast of its eastern junction with Nether Priors.
Nether Priors, Basildon
Both sides: From its eastern junction with Long Riding south-eastwards, then south-westwards, then northwards to its western junction with Long Riding along with the five parking areas and three access roads to, and including, the garage areas.
Clickett Hill, Basildon
Both sides: From its junction with Nether Priors south-eastwards to its junction with East Thorpe including the access road to the garage area between property Nos.4 & 6 Clickett Hill and parking area opposite property Nos.10 & 12 Clickett Hill.
Priors Close, Basildon
Both sides: From its junction with Long Riding northwards for the entire length of the public highway along with the two access roads to, and including, the garage areas on its eastern and western sides.
Tinkler Side, eastern arm, Basildon
Both sides: From a point 13 metres northwest of its junction with Long Riding northwards to a point in line with the boundary between property Nos.8 & 10 Tinkler Side including the parking area on the western side and access road to, and including, the garage area on the eastern side.
Tinkler Side, western arm (south end behind Nos. 1 -27), Basildon
Northwest side: From a point in line with the boundary between property Nos.25 & 27 Tinkler Side north-eastwards for the remainder of its length.
Southeast side: From its eastern termination (outside Nos. 1 & 3 Tinkler Side) south westwards for 46 metres including the turning head.
Tinkler Side, western arm (north end behind Nos. 35 -47), Basildon
Both sides: From a point in line with the boundary between property Nos.8 & 10 Pinmill north-eastwards for the remainder of the length of the public highway.

2. To revoke No Waiting Mon-Sat 9am-5pm parking restrictions on the following lengths of road in the Borough of Basildon and substitute with those listed in the below Articles:

Long Riding, Basildon
South side: From a point 8 metres west of its western junction with Nether Priors eastwards to a point 10 metres east of its western junction with Nether Priors.
Northwest side: From a point 6 metres southwest of its junction with Priors Close south-westwards for 4 metres.
Northwest side: From a point 10 metres southwest of its junction with Tinkler Side (eastern arm) north-eastwards to a point 10 metres northeast of its junction with Tinkler Side (eastern arm).
Nether Priors, Basildon
Both sides: From its western junction with Long Riding southwards then north-eastwards to a point 1 metre southwest of the boundary between property Nos. 52 & 54 Nether Priors. Access road to garage area adjacent to property No.52, Both Sides: From its junction with Nether Priors southwards to a point 4 metres south of the boundary between property Nos. 10 & 12 West Thorpe.
Tinkler Side, eastern arm, Basildon
East side: From its junction with Long Riding northwards for 13 metres.
West side: From its junction with Long Riding northwards for 24 metres.

3. To introduce 'Permit Holders Only, Zone D, Mon - Sat 9am - 5pm' on the following lengths of road in the Borough of Basildon:

Long Riding, Southeast side: From a point 13 metres southwest of its eastern Basildon junction with Nether Priors north-eastwards for 3 metres.

4. To introduce 'Permit Parking Area, Zone D, Mon - Sat 9am - 5pm' on the following lengths of road in the Borough of Basildon:

Nether Priors, Basildon
Both Sides: From a point 10 metres south of its eastern junction with Long Riding, southwards then south-westwards then northwards to a point 10 metres south of its western junction with Long Riding including the five existing parking areas (adjacent to Nos. 159 - 161, adjacent to Nos. 117 - 115, adjacent to No. 85, adjacent to No. 2 West Thorpe & 34 metres south of its western junction with Long Riding).
Clickett Hill, Basildon
Both Sides: From a point 10 metres southeast of its junction with Nether Priors, south-eastwards to a point in line with the boundary between property Nos. 14 & 16 Clickett Hill including the parking area opposite property Nos. 10 & 12 Clickett Hill.
Priors Close, Basildon
Both Sides: From a point 10 metres north of its junction with Long Riding, northwards for the remainder of the length of the public highway including the two access roads only to the garage areas on the east and west sides.
Tinkler Side, eastern arm, Basildon
Both Sides: From a point 13 metres north of its junction with Long Riding, northwards for 31 metres including the parking area on the western side.
Tinkler Side, western arm (south end behind Nos. 1 -27), Basildon
Northwest side: From a point in line with the boundary between property Nos.25 & 27 north-eastwards for the remainder of its length.
Southeast side: From its eastern termination (outside Nos. 1 & 3 Tinkler Side) south westwards for 46 metres including the turning head.
Tinkler Side, western arm (north end behind Nos. 35 -47), Basildon
Both sides: from a point in line with the boundary between property Nos.8 & 10 Pinmill north-eastwards for the remainder of the length of the public highway.

5. To introduce 'No Waiting Monday - Saturday 9am - 5pm' parking restrictions on the following lengths of road in the Borough of Basildon:

Long Riding, Basildon
Southeast side: From a point 10 metres northeast of its eastern junction with Nether Priors north-eastwards for 22 metres.

6. To introduce 'No Waiting at Any Time' parking restrictions on the following lengths road in the Borough of Basildon:

Long Riding, Basildon
South side: From a point 8 metres west of its western junction with Nether Priors eastwards to a point 10 metres east of its western junction with Nether Priors.
Southeast side: From a point 10 metres southwest of its eastern junction with Nether Priors north-eastwards to a point 10 metres northeast of its eastern junction with Nether Priors.
Northwest side: From a point 10 metres southwest of its junction with Priors Close north eastwards to a point 10 metres northeast of its junction with Priors Close.
Northwest side: From a point 10 metres southwest of its junction with Tinkler Side (eastern arm) north-eastwards to a point 10 metres northeast of its junction Tinkler Side (eastern arm).
Nether Priors, Basildon
Both Sides: From its eastern junction with Long Riding south-eastwards for 10 metres.
Both Sides: From its western junction with Long Riding southwards for 10 metres.
Both Sides: From a point 1 metre southwest of the boundary between property Nos. 52 & 54, south-westwards then northwards to a point 4 metres south of the northern building wall of property No.51 (within the permit parking area). Southeast side: From a point 10 metres northeast of its junction with Clickett Hill south-westwards to a point 10 metres southwest of its junction with Clickett Hill (within the permit parking area).
Access road to garage area adjacent to property Nos.113 -117, Both Sides: From its junction with Nether Priors northwards for 15 metres (within the permit parking area) and from a point 38 metres north of its junction with Nether Priors northwards for 26 metres.
Access road to garage area between property Nos.85 & 87, Both Sides: From its junction with Nether Priors northwards for 30.5 metres.
Access road to garage area adjacent to property No.52, Both Sides: From its junction with Nether Priors southwards to a point 4 metres south of the boundary between property Nos. 10 & 12 West Thorpe.
Clickett Hill, Basildon
Both Sides: From its junction with Nether Priors south-eastwards for 10 metres.
Access Road to garage area between property Nos.4 & 6 Clickett Hill,
Both Sides: From its junction with Clickett Hill south-westwards for 23 metres.
Priors Close, Basildon
Both Sides: From its junction with Long Riding northwards for 10 metres.
Tinkler Side, eastern arm, Basildon
Both Sides: From its junction with Long Riding northwards for 13 metres.

This Order will be incorporated into The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by creating tile numbers: TQ705 882 Revision 1 to Revision 2, TQ705 885 Revision 0 to Revision 1, TQ705 887 Revision 2 to
Revision 3, TQ710 885 Revision 0 to Revision 1, TQ710 887 Revision 0 to Revision 1.

Date of operation: This Order will come into operation on 07 March 2022.
Application to the High Court:
Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
