(A127 Southend Arterial Road on/off slips at Rayleigh Weir) (Temporary 30MPH Speed Limit) Order 2016 The Essex County Council (A129 Rayleigh Road and Stadium Way, Thundersley) (Temporary Prohibition of Left & Right Hand Turn) Order 2016

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the orders:

1. To temporarily introduce a 30mph speed limit on the entire length of the A127 Southend Arterial Road Eastbound and Westbound off and on slips at the A129 Rayleigh Weir (The slip roads are currently 50MPH).



The existing 50MPH on the said length of roads which forms part of the restriction contained within The Essex County Council (A127 Southend Arterial Road, Various Areas) (Speed Limit) Order 2008' is hereby temporarily suspended for the duration of the works. All other restrictions will continue in force. Once the works are completed the slip roads will revert back to the existing 50MPH speed limit.

2. To temporarily prohibit vehicles from making a left hand turn on A129 Rayleigh Road and Stadium Way, Thundersley in the Borough of Castle Point as follows:

3. To temporarily prohibit vehicles from making a right hand turn on A129 Rayleigh Road and Stadium Way, Thundersley in the Borough of Castle Point as follows:

Description

The temporary restrictions are scheduled to commence on 1 January 2017 to 31 March 2017 or where appropriate signs are showing and weather permitting, and are required for the safety of the public and workforce while new traffic signals are installed and associated ducting work are undertaken by Essex Highways.

The Orders will come into effect on 1 January 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Rochford) (Temporary Prohibition of Traffic & Clearway) (No.4) Order 2016

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close the following lengths of road in the District of Rochford:

A129 High Street, Rayleigh

From outside No.114 High Crown Hill, Station Road, London Street going East to the Road, Chelmsford Road, A127

Junction of Crown Hill. Southend Arterial Road, High Road, Then down Crown Hill Rayleigh Road, Eastwood Road from its junction with (vice versa) High Street to outside 1 Crown Hill, a distance of approximately 147 metres.

2. A temporary 'No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Stopping restriction will be in force. The Essex County Council (Rochford District) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008 will be temporarily amended to include the temporary 'No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18 month period from 3 January 2017, exact dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for pedestrians and emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Phase One

The carriageway will be recycled and stabilised using an in situ recycling process this will involve the addition of cement and the regrading and rolling of the road surface.

Phase Two

Machine Surfacing - The recycled road surface will have an additional new surface course applied. This should follow on soon after the recycling operation but may have to wait a few days for sufficient area of road to be available.

Phase Three

a) Raising iron works (manhole covers and gulley's)



b) Reinstatement of any road markings.



c) Reinstatement of any road studs.
