Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Part III & IV of Schedule 9 to the Road Traffic Regulation Act 1984. Part of the restrictions were previously advertised under The Essex County Council (various Roads, Borough of Basildon) (Parking and Waiting) Amendment No. 84 Order 201* and will be incorporated in to this order.
Effect of the order:
1. To replace the existing 'No Waiting Mon-Sat 8am-6pm' restrictions with 'No Waiting at Any Time' restrictions on the following length of Rectory Park Drive and Unnamed access road leading to Car Park off Rectory Park Drive, Pitsea in the Borough of Basildon:
Road Description

Rectory Park WEST SIDE: From the northern kerb line of the unnamed access road Drive, Pitsea leading to the Car Park in a general north westerly direction for a distance of approximately 142 metres.
EAST SIDE: From a point approximately 153 metres north west of its junction with High Road, north west for a distance of approximately 51 metres.
2. To revoke the 'No Waiting Mon-Sat 8am-6pm' restrictions on the following lengths roads, Pitsea in the Borough of Basildon:
Road
Unnamed access road leading to Car Park off Rectory Park Drive, Pitsea
Description
NORTH SIDE: from its junction with Rectory Park Drive, west for a distance of approximately 5.7 metres.
SOUTHSIDE: from a point approximately 1.8 metres west of its junction with Rectory Park Drive, west for a distance of approximately 3.9 metres.
3. To introduce 'No Waiting at Any Time' restrictions on the following lengths roads, Pitsea in the Borough of Basildon:
Road
Unnamed access road leading to Service Yard of 1-12 Northlands Pavement, Pitsea
Description
EAST SIDE:
i. From its junction with High Road, north for a distance of approximately 9.5 metres.

From its junction with High Road, north for a distance of approximately 9.5 metres.
ii. From the northern extended kerb line of the unammed access road leading to car park, north for a distance of approximately 16.5 metres.

WEST SIDE: From its junction with High Road, north for a distance of approximately 64.4 metres.
NORTH SIDE: from a point approximately 5 metres east of the eastern extended kerb line of Unnamed Access Road leading to Service Yard of 1-12 Northlands Pavement eastwards for a distance of approximately 4.5 metres.
NORTH SIDE: from its junction with Unnamed Access Road leading to Service Yard of 1 -12 Northlands Pavement, eastwards for a distance of approximately 6.7 metres.
High Road, Pitsea
Unnamed access road leading to Car Park from Service Yard of 1-12 Northlands, Pitsea Unnamed access road leading to Car Park off Rectory Park Drive, Pitsea
NORTH SIDE: From its junction with Rectory Park Drive, west for a distance of approximately 14.9 metres.
SOUTH SIDE: From a point approximately 1.8 metres west of its junction with Rectory Park Drive, west for a distance of approximately 21.5 metres.
4. To formally remove the No Stopping 7am-7pm except buses and introduce a TSRGD bus stop on the following length of High Road, Pitsea in the Borough of Basildon:

NORTH SIDE: From a point approximately 5 metres east of the eastern extended kerb line of Unnamed Access Road leading to Service Yard of 1-12 Northlands Pavement, eastwards for a distance of approximately 30 metres.
Description of proposed location of TSRGD bus stop
NORTH SIDE: From a point approximately 8.6 metres of east of the eastern extended kerb line of Unnamed Access Road leading to Service Yard of 1-12 Northlands Pavement, eastwards for a distance of approximately 22 metres.
5. To formally remove the No Waiting at Any Time restrictions on High Road, Pitsea in the Borough of Basildon (paper exercise, no changes on the ground as these restrictions were previously replaced with a Puffin crossing, centre point being located approximately 55 metres east of the eastern extended kerb line of Unnamed access road leading to Service Yard of 1-12 Northlands):
Road Description

High Road, Both Sides: from a point approximately 32 metres east of the eastern Pitsea extended kerbline of Unnamed Access Road leading to Service Yard of 1-12

Northlands Pavement, eastwards for a distance of approximately 44 metres.
To formally revoke the 'Disabled Badge Holders Only' restrictions and 'No Waiting at Any Time' Restrictions originally located opposite the Leisure Centre and Swimming Pool on Rectory Park Drive, Pitsea in the Borough of Basildon. This is purely a paper exercise to ensure the original restrictions are removed following the new road layout.
This Order will be incorporated into The Essex County Council (Basildon District) (Parking and Waiting) Consolidation Order 2008 by substituting TQ735 882 revision No. 2 to revision No. 3 and TQ735 880 revision 5 to revision 6.
Date of operation: The Order will come into operation on 13 March 2017.
Further details: A copy of the Order and plans may be examined during normal office hours at County Hall, Chelmsford CM1 1LX.
Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
