AMBITIOUS proposals for the redevelopment of Basildon’s East Square are set to get the green light when councillors discuss the plans.

The impressive scheme will see East Square, Basildon town centre, completely redeveloped.

A ten-screen cinema will be constructed, as well as six restaurants.

The plans received a boost as planning officers recommended the proposal for approval, despite some concerns being raised.

Essex County Council raised objections to the plans, concerned about the visual impact on residents living in the neighbouring Brooke House, which was built in the 1960s.

However, officers concluded the positives largely outweigh any concerns.

As part of the plans, Basildon Council will demolish Freedom House and ten shops.

The planning document states: “The development is seen as a positive proposal that will assist the regeneration of the town centre and supported by the principles of the emerging local plan and town centre master plan.

“Whilst there will be some impact on heritage assets, including the loss of the staircase in a Grade II listed building, the changes are considered to be justified with substantial public benefits that outweigh the harm or loss.

“Being a town centre site, in close proximity of a residential building, it is acknowledged the development has the potential for some impact on neighbouring amenity.

“The imposition of suitable conditions is considered to mitigate these to some extent. “The design of the proposals has evolved from a thorough site analysis to respect the new town architecture but create a vibrant leisure hub and dynamic public space where people will want to come and spend their time.”

The plans recently received another boost as Empire Cinemas signed on to take ownership of the cinema. The shops being demolished include charity shops for Mind, PDSA, Salvation Army and Cancer Research, the Percy Ingle bakery, Grace Hair and Beauty, Cash Converters and betting shops - Betfred and William Hill.”
