A SERIAL flasher must be Essex Police’s “top priority” and made “Basildon’s most wanted” to stop him targeting women.

Residents and senior councillors are demanding action after no arrests have been made in relation to the flasher plaguing Basildon parks, despite a description of the man being released.

It comes as an elderly woman was allegedly flashed in Kingswood Park on Monday morning.

The serial flasher is believed to have been responsible for the incident, at about 9.30am.

Kerry Smith, former deputy leader of Basildon Council and councillor of the Nethermayne ward, said: “This has to be the police’s top priority, there has to be arrests made.

“I’m really concerned that a serious crime is about to take place. A financial reward needs to be put on the table.

“We need to make him Basildon’s most wanted criminal.

“He’s terrified a pensioner, what sort of man does that?”

The man allegedly responsible has been seen “with his trousers down” on multiple occasions in Willow Park, near Westley Heights Country Park.

There has also been similar incidents in Gloucester Park in recent weeks and months.

The serial flasher has previously “grabbed and followed women home” in previous incidents.

Lorraine Borley, 54, who has been handing out free rape alarms to community groups and victims, demanded a police presence in Basildon’s parks.

She said: “Victims who have come forward to me don’t see anyone in the park, not park wardens or police.

“They don’t see anyone, and I don’t either, and I walk regularly.

“I don’t know if police are doing plain clothed patrols, but why can’t they do uniformed ones too.

“People would feel a lot safer if they saw police in the parks.”

More than a dozen women have seen a “bearded man expose himself ”, but Mrs Borley fears there’s more victims out there who remain silent.

She added: “When I hand out alarms, victims come forward to me who haven’t reported it to police.

“I plead with them to do so, it’s so important. There’s bound to be more people out there who have seen this man expose himself.”

Police, which launched extra patrols in June, was contacted for comment.
