A POLICE officer committed gross misconduct after he acted inappropriately towards another officer.

PC David Hiscock was a trainer based at the Essex Police College in Chelmsford at the time of the incident in January 2018.

He was accused of using his position to act inappropriately towards a student constable.

The allegations breached the Standards of Professional Behaviour relating to ‘Authority, Respect, and Courtesy’, ‘Equality and Diversity’, and ‘Discreditable Conduct’.

An Essex Police gross misconduct hearing was held at Chelmsford Civic Centre last month.

The panel, chaired by Independent Legally Qualified Chair, Mr Peter Nicholls, considered all the evidence, witness statements, and mitigations and found the allegations were proven and PC Hiscock was given a final written warning.

Deputy Chief Constable Andy Prophet said: “The actions of PC Hiscock in this case were not acceptable”.

“When this issue was brought to our attention, the victim was listened to and supported, and their allegations were thoroughly investigated.

“The case went to an independent panel who considered all the evidence and mitigation presented, before deciding on the appropriate sanction”.

“We will continue to support anyone who has been subjected to inappropriate behaviour and will deal with any officers who conduct themselves inappropriately, in order to maintain public trust and confidence”.
