A tyre fitting business – operating in a residential area without planning permission – will be given three months to shut.

Kays Tyres in Rayleigh Road, Eastwood submitted a planning application to operate a tyre repair and sales service.

The business is operating in a former storage area which has been enclosed with bricks and corrugated sheeting and an industrial door fitted to the front.

The site backs on to homes which planning officers said could be affected by the nature of the business. In July, a previous application to turn the site into an MOT testing station was refused on the grounds it would harm neighbouring residential properties with noise and fumes.

Lib Dem councillor Paul Collins told a development control committee meeting: “Going back to July when this committee refused it last on the grounds of it not sitting right within the grounds of its environment, its noise was not being abated and therefore it was not appropriate.

“It is hard up against residential properties and this activity of tyre work is a subsequent action to those buildings being in place. I have had representations from residents around it and also businesses nearby as well because they are not satisfied with this operation and the disturbance its causing to them.”

Councillors voted to refuse the application and to take enforcement action against applicant, Karsaz Hassan.
