Police are appealing for witnesses to "a number of incidents" in a town centre yesterday.
It was reported that a man was in the Broad Walk area of Harlow yesterday, August 12, and was using insulting and abusive language towards passers-by.
A man has been arrested on suspicion of a public order offence. He remains in custody.
A number of witnesses have already been in touch with Essex Police to give their accounts, but the force is appealing for others to come forward and speak to officers.
The incidents were reported to have happened in the Broad Walk area between 3pm and 7pm yesterday.
An Essex Police spokesman said: "We need anyone who witnessed an incident or any suspicious behaviour in the Broad Walk area between 3pm and 7pm yesterday, Friday 12 August, to get in touch as soon as possible."
