Havering Council has served a section 215 notice to the owner and occupiers of The Pompadours, in Edenhall Road, ordering them to "remedy the condition of the land".
A section 215 notice can force recipients to tidy up land or buildings if their poor condition is harming the local area, even if there has not been a breach of planning rules.
In this case, the council has ordered all broken windows at The Pompadours to be repaired or replaced, as well as broken and missing fencing around the site.
All rubbish at the pub - including an abandoned mattress and a wooden cupboard - must also be removed and taken to an "authorised place of disposal", while overgrown vegetation must be cut back.
The notice states that the owners and occupiers have until March 27 to carry out these actions or face an "unlimited fine".
An appeal can also be made against the notice until February 27.
The Pompadours has stood empty since serving its last pint in March 2016, facing several fires, intrusions by squatters and fly-tipping in the years that followed.
Despite plans securing approval in February 2021 for 21 new homes at the site - and demolition later being granted in May 2024 - the vacant pub has not yet been bulldozed.
The application for 21 new homes was submitted by BHD Architects on behalf of Hilldene Estate Ltd, the latter of whom was one of the recipients of the section 215 notice.
Hilldene Estate Ltd are listed on Companies House as a firm involved in the "development of building projects", but has no contact details available online.
