Search the Public Notice PortalA developer has lodged an appeal over plans for a major new neighbourhood in Billericay featuring more than 900 homes.
The appeal relates to proposals for land at Foots Farm, off Southend Road, and has been submitted as a non-determination appeal.
This means the applicants are challenging Basildon Council’s failure to reach a decision within the required timeframe, with responsibility for determining the application now moving to the Planning Inspectorate.
The scheme has been put forward by Obsidian Strategic, Brentwood Roman Catholic Diocesan Trust and H.R. Philpot & Son Barleylands Limited.
Plans propose up to 910 homes alongside a range of commercial uses, eight Gypsy and Traveller pitches, extensive public open space and land for a 72-place nursery and three-form entry primary school.
The application was originally submitted in November 2025 and has been revised several times following consultation with residents and stakeholders.
An earlier scheme for 1,100 homes was reduced to 950, before being cut further to 910 homes in response to feedback.
According to planning documents, the development would be delivered in phases over an eight-year period, beginning in 2027.

The first phase would see around 260 homes completed by 2030, with further phases eventually bringing the total number of homes to 910.
Developers describe the proposal as a new neighbourhood for Great Burstead and Billericay, designed to reflect the character of the surrounding area while helping meet housing demand.
Planning documents state: “A high quality, landscape led design for this new neighbourhood will provide much needed new housing across a variety of house types to support Basildon’s ambitious growth aspirations.”
The plans include new pedestrian and cycle links, community gardens, play areas, sustainable drainage features and a Suitable Alternative Natural Greenspace aimed at reducing recreational pressure on protected coastal habitats.
The proposed neighbourhood would also provide more than 17 hectares of natural space and biodiversity improvements.
The appeal will now be considered by an independent planning inspector, who will decide whether permission should be granted for the development.
