PLANS for a three and four- storey block of 18 flats on the site of a derelict snooker club, in Eastwood, could be rejected by Southend councillors.

Southend Council's development control committee is being recommended by officers to refuse the proposal, by Ryga Properties, for the site of the Green Baize Club and adjoining buildings, in Rayleigh Road.

Head of planning Steve Kearney said three previous applications for flats on the site had been refused and there had been eight letters of objection to the current proposal.

He added the latest design was of a contemporary nature.

However, he said: "The contrast between the design of the proposed block and the houses would be too stark, resulting in poor townscape.

"It is noted the existing buildings on the site are unattractive, but this argument cannot be used to sanction an otherwise unsuitable development."

Mr Kearney said the scheme was also considered overbearing in relation to nearby properties.

He added, it was felt a smaller development, more in scale with its surroundings, would be more acceptable.
