PLANS by the University of Essex to use the former Prudential building in Southend as a new cultural centre are set for approval.
The proposals are being recommended by head of planning, Steve Kearney, to Southend Council's development control committee meeting today.
The tower, in Elmer Approach, would be refurbished for use by both the university and South East Essex College.
The existing top storey will be demolished and rebuilt with a higher ceiling, to create a new events and exhibition space.
Other proposed developments include offices, teaching space, lecture and seminar rooms and cultural business units.
Mr Kearney said: "The proposed alterations to the building, while largely cosmetic, will help to create a building with a contemporary appearance.
"The visual impact of the proposals will greatly enhance this part of the town centre, and will be apparent within the wider townscape."
He added: "The high-quality educational facilities will go further to realising the borough's aspirations to become a major cultural and educational hub in the East of England."
