PLANS to bring a derelict building back to life as a 12-bed hotel with restaurant and bar have scraped through despite concerns about parking.
Southend Council's development control committee voted seven to six in favour of allowing the redevelopment of the Bell Hotel, in Leigh Hill, Leigh, despite the plan being earmarked for refusal.
Leigh Town Council had recommended the refusal of the application, which only included three parking spaces, because of the already difficult parking situation in the area.
