SOUTHEND has lost out to county rival Chelmsford in its bid to become a city.
The Government announced this morning that Chelmsford had been bestowed the status as part of the Queen's Diamond Jubilee celebrations.
The shock result has stunned the bookies, who stopped taking bets on heavy favourite Reading several weeks ago.
