Call to cut Essex County Council boss Joanna Killian's salary

Echo: Joanna Killian...questions over her salary Joanna Killian...questions over her salary

OUTRAGED taxpayers have launched a campaign to cut the salary of Essex County Council’s top boss.

Chief executive Joanna Killian was paid £289,173 in 2010/11 – £147,000 more than the Prime Minister.

Despite agreeing to take a five per cent salary cut last year, her actual pay package increased by £4,000, thanks to a £6,900 bonus.

More than 200 people have signed the petition launched by John Morris, 45, of High Road, Benfleet. He needs 14,000 names to trigger a debate at County Hall’s next full council meeting.

He plans to put the petition up at www.essex.gov.uk He said: “The pay of these people has been going up and up across the country.”

It is morally wrong for this woman to be getting such a high salary when so many people are losing their jobs. I dont think anyone in public office should have a salary higher than the prime minister. Also I am guessing that to halve her salary would not make a great difference to her lifestyle but to lose you income totally is devastating to some.

I hope this happens but the council petition rules state that petitions will not be considered if the:

"• petitions relating to any individual or the personal circumstances of individual Councillors or employees of the Council"

Therefore the petition should not mention this lady by name but should focus on the job/role and the salary paid for it.

I.e "that he highest paid employees of the council should earn no more than the salary of the Prime Minister for a standard 38 hour (or 40 if you wish) working week and this cap should apply on a pro-rata basis to any employees working part-time or working two jobs within local government or national government"

In other words you have to petition for a maximum salary cap across all posts in Essex County Council

'Ms Killian recently divested herself and 'farmed out' one of her responsibilities for emergency planning to the CFO - she did not reduce her salary as a consequence of this reduction in her responsibilities, but strangely, the Chief Fire Officer of Essex gained an extra £20,000 per annum because he had now assumed greater responsibilities!'

Is this is the 'you scratch my back and I'll scratch yours' Essex culture if so is it any wonder no-one can get the Fire Authority to investigate allegations of management malpractice by the CFO which includes a practice of re-structuring the management team on a regular basis, swapping responsibilities between them and then getting extra pay for greater responsibilities but never a reduction in pay when they lose responsibility for a particular reference.

It seems a shame that we have to question peoples' worth; I'm sure Ms Killian is an excellent Chief Exec - Essex County Council is well-run - but the fact that my severley disabled mother may be about to lose her entitlement to 1 hour of home care a day because of budget cuts makes it very difficult to be impartial and one can understand the anger such stories generate.

Joanna Killian did not receive pay of £289,173. In 2010/11 she received a salary package of £233,000 - a reduction of £4,000 from 2009/10. This reduction was implemented in December 2010 and so the full year impact of this is a £12,000 reduction. She also received a £6,900 one-off performance related bonus for work delivered during 2009/10. Her salary covers the role of CEO for ECC and Brentwood - a unique role in local Government.

To compare it to the Prime Minister's salary is misleading and inaccurate.

Essex County Council is one of the largest authorities in the country and operates within one of the most complex areas in terms of PCT and District Council / Borough Council relationships. On top of that it is running one of the largest transformation programmes in the country and will deliver savings of more than £300m across the three programme years, with £150m of those savings already made.

I know Jo Killian is well respected by other CEO's but she should act on the management level below who are not well regarded at all by the people of Essex. An example being the gap of 150m from the transformation programme mentioned above, when will that be delivered and who is getting kicked for not delivering so far? The lack of action over Hanningfield until your hand was forced?

Also what happened to Essex Works? Shouldn't we all be living in the county with highest living standards by now? I could go on but there is a history of non delivery as long as your arm.

What about the special payment into Ms Killian's pension fund? Isn't she going to get a humungous pension already? Why wasn't that mentioned in EssexCC's account of her virtues?

EssexCC gives the classic local government excuse for high wages - more responsibility. But there are only so many hours in the day, so taking on two or more roles means, inevitably, that neither can be carried out full time. So one wage, with perhaps a little more, should cover both jobs - not two full-time wages to cover two part-time jobs.
The same excuse is used by councillors who hold more than one portfolio and thereby claim more than one allowance for doing so, notably the Stocks, with their multiple roles at Essex and Tendring Councils.
And isn't it strange how those at the top are always rewarded for driving through savings, while those below them are just doing their job, taking a pay cut, or being made redundant?

Just for you. people that were asking.
I am a full time carer, which I do 24/7. And all this for £221 a month. Me doing this is saving the government around £2500 a month. Cause if they were to send a person in themselves they would then have to pay me JSA, which is more.
So for you people out there that are thinking. I am getting too much. Or that I am having to talk to my employer. Well that would be No.10. Cause they feel that this is the max amount that I should get. To hell with the fact that I am saving them so much money.
But I do real work and this woman in this story does not do 1/3 of what I do, along with the rest of us carers.
So you tell me. Where is the justice in this girl that does sod all, getting so much money.
Remember us un sung hero's in the background that are saving you tax payers thousands or millions every year!

To compare the work of a carer to the CEO of a 30k+ staff organisation is just completely irrelevant.

Do you really think you could do that job?
The real crux of this is no CEO is going to leave public service now, because if they do they take a massive pay cut. We are stuck with them basically.

Easy. Cause that way they can make more money to fill their pockets. More proffit makes them richer.

This woman is just another of them getting her money of the backs of foreign workers.
All to often when we call the office, you get someone that just don't speak our language good enough.

It is now time that we regular folk take back our country, and turn this country back into a nation to be proud of.
As it now stands I am ashamed to call myself. English!
Boris thinks that. cause I.earn so little money, I must be.a.foreigner. Your wrong, so very wrong there! I was.born.and.raised. in this.cou.tryn. Both my parents, grand parents and further back than you can go, are all English. (at least I don't have a.russian name...Boris). You should be.carefull with what your saying. It is.through the.greed of these people in the.council and politics, that this.country is.going to the.dogs. All these foreign workers over here are making it harder and harder for us Brits to get a job that pays. Why should these greedy thieving gits pay us a proper wage when they can pay foreign workers less? Easy. Cause that way they can make more money to fill their pockets. More proffit makes them richer. Them foreign wokers don't put anything back into this country. So we are getting worse off by the day. This woman is just another of them getting her money of the backs of foreign workers. Before complaining about foreigners and their grasp of English you should re-read your own posts.

Wel jut. Before you start. You should take a good look at what is.going on here in this country.
If you can't see the truth behind these theiving ppl in the council and that. The way that this country has gone down hill. Turned their backs on their own people.
Screwing us Brits left right and centre.
Then you should think twice before complaining.

I just tell it as it is. Don't like it? Well tough luck. Cause I will continue to do so as long as I and my wife have to live in this country.
Yes we would love to move. But with the way we have been screwed, there is only one way to do so...The winning lottery ticket.

Like I said. I am English but ashamed to say that I am.
Cause other country's just take the P. out of us. Cause we are the garbage belt for their waste and un wanted.
And it is these polititians, council, bankers etc that are making the money out of it.
This is Lybia,Egypt etc but only here nobody has the nerve to stand up and tell the truth.
Only thing they can do is riot and steel.
Most of them were foreign too.
We need to on our feet and say enough is enough
