Legal bid launched to tackle 1,000 boy racer rally

A LEGAL bid is being launched to stop more than 1,000 boy racers descending on Southend.
Southend Council is seeking an injunction to prevent the cruisers attending a rally planned for Marine Parade, Southend, on February 9.
It will seek the civil order at Southend County Court this week to put a stop to the event billed as the “Southend Takeover.”
Sgt Ian Hughes, of Southend police, said: “Essex Police are working closely with Southend Council in order to obtain an injunction preventing the cruise going ahead.
“Police have a number of resources on standby on the day to address the potential volume of vehicles coming to Southend on February 9 if the injunction is successful or not.”
Southend Council’s Chief Executive, Rob Tinlin said: “We are currently in discussions with Essex Police and exploring all options - including the possibility of seeking an injunction, to tackle the issue of an unauthorised large scale cruiser event anticipated to take place in Southend.”

Yes you get idiots, but for every one, there are about 100 who actually come out to enjoy themselves legally.
As for the tag boy Racer - it's something the Echo loves to use rather than car enthusiast.
So let me put this to the Echo - I'm organising a modified car 'cruise' to Monaco from Southend in the summer. A large number of cars will be LEGALLY driving to Monaco (apart from the ferry crossing at Dover to Calais obviously) and it is all in aid of charity. Drivers will be sponsored and we plan to collect money in both Southend, and on the way.
We so far have a number of modified cars. We are not all 'boy racers' - would you like to cover the event? Or will it tarnish your continued bashing?

FYI it's not just 'BOY' racers, they are actually a fraction of the people that attend these events. It's more car enthusiasts and beleive it or not women and families that attend!
SC should embrace it, maybe the few problems there are (no more than at SC approved events) could be prevented by coorperation from local authorities. Just a thought!

I too, find this very worrying, an injunction to ban unspecified persons for an unspecified reason, Big Brother anyone ?
I agree with the post above, what is the difference between this and other organised rallies such as cabbies and bikers, both of which have support and are widely featured in the Echo, etc.
What exactly are the reasons for the injunction, I see mention of noise and overcrowding..but that sums up the seafront most weekends, especially in the summer months, surely SBC should be attracting people to the town, not threatening them with legal action, after the collapse of the airshow, does SNC want Southend to become a ghost town with no visiters ?
Southend seafront has always been the place to meet and show off your car since I was a small kid, yes, clearly there were some incidents of idiots speeding, but the redesign of the Seafront has pretty much done away with this risk.
Shame on you SBC, lets hope people are taking note of all your failures and the same Tories are not voted in again.

The last time these people turned up the Western Esplanade cycle lane was filled with pig ignorant morons and their four-wheeled penis substitutes. That cycle lane is a two-way lane, there was nowhere for cyclists to ride safely along the seafront from Chalkwell to the pier.

The Shakedown is an organised Charity event which takes place during the day with crowds coming down to look at the bikes and large sums of money are raised for Charity.
This is an evening event whose promotion poster is encouraging Gridlock, which will not bring anything to the town, the cafes etc will be shut as its a winters evening, there will be now crowds coming down to see it (mainly as its being organised amongst the cruisers and not widely advertised) and it is not a charity event.
So , legally, it is an unauthourised large gathering of a couple of thousand people and as such the council have every right to seek an injunction, just as much as if it were that many people expected for a political rally.
I am not suggesting in any way that these people should be denied the right to have their meetings , but the easist way to do these things is to organise them within the constraints of local bylaws / legal issues and go through the correct channels.
Unfortunately it would appear that the level of "organisation" has been picking a time and a place and letting people now .
If , this is not the case, I stand corrected, and I would suggest that all it would take to placate the council would be a copy of the organisers public liability insurance certificate

Put an application to hold an event through the correct channels , let the council know that it will of no cost to them , what it could bring to the town, Estimated vistor numbers etc and I am sure it will be taken seriously.
Throw in the added sweetner of a Charity fund raiser and it may even be welcomed .
Lack of focus and organisation will lead it to appear (whatever the real situation is) as a poorly organised rabble with little regard for anyone else barring themselves and its this impression which promotes the more angry "Anti Car" posts we are starting to see

The council are pushing everyone away from the town, not just this event, but as has been said earlier, its soon to be a ghost town.
Its unbelieveable that some residents of southend, and the council are begrudging us 1 night. Recently the echo reported the racers on canvey blighting the lives of local residents with music and revving engines, but this is an event, not a night out for the local riff-raff.
This event is bringing in people from kent, suffolk and the midlands, if its one way to promote the town, then surely it would be for the younger people without families, and with disposable income, that are guarenteed to return, for a long weekend, summer visit or just a night out. PROMOTION and Repeat custom is the best way for the council to boost the town, not injunctions!

The highway was blocked by people illegally and dangerously parked.
As for 'road fund licence, there' no such thing, that was scrapped in 1937. It's called VEHICLE Excise Duty which is a tax on vehicle emissions or engine size. It has NOTHING AT ALL to do with any right to use the road. Roads are paid for through general taxation which includes: Council Tax, Income Tax, VAT, etc. all of which cyclists pay too.

And to be honest, just arranging a meet up and publicising it on facebook does not make it an organised event.
Re: the previous comment about Tax payers paying for policing, any additional police required for an organised event will be charged to the local council, SBC have already scrapped the Airshow this year due , in the main, to policing costs.

Several others have organised much larger events on the seafront in the past - and others are organising further ones.
Should perhaps add in addition to my charity event, I'm working with Southend Police on an event in the summer, where there will be a police presence. According to the officer I'm working with, I don't need council permission, I don't technically need their permission - but I want them there anyway!

this event will bring 1000+ people to the town, all with some cash to spend.
I wouldn't complain if the council were to impose a £5 parking charge per car to be paid on the night. £5 per car, 1000 cars, simple maths, £5000 for the council. Plus most will spend a few quid in the arcades, and the local cafe's could be opened, bringing profit to the town, where there usually wouldn't be during winter.
The town is losing money through its own wrong doing.

However, given it was moved on from Canvey, it does sound like Southend are a last resort and it's nothing to do with the fact that it's where people would rather be, spending money in the arcades and shops/restaurants.
I suspect most Southend residents will steer clear of it, whether those fears are rooted from media hype or past experience I'm not sure.

What about the cruisers that put oil down on the road and preform burn outs?
Is that the right kind of action to be under taking on a public road, do you noe know that the oil can eat into the road surface resulting in a costly repair funded nit by out of town cruisers but by the council tax payer of Southend.
Why not have the event go ahead but all those what want to take park have to pay £25 to the council for a permit to display their car, £15 is kept by the council to help cover the cost of the litter left behind and any repairs needed to the road, the other £10 is donated to charity. Any car not displaying a permit is immediatly removed and impounded a £350 fine is issued failure to pay within a week will see the car scrapped.
These cruisers think they rule the road and that they can do what they want when they want well kids you do not, why not hire an airfield or something for your events.

I for one will abide the law at any such event, as I do in my day to day driving. I'm not a "perfect" driver, but I am safe and responsible. But anybody that pours oil onto the road should be made to pay for the road, and I do not condone it in any way. If all are sensible, it should go off without a hitch. The only thing I can see affecting local residents is the traffic.

Your right, they haven't, But the seafront will not be CLOSED! Just all the parking bays will be full. A parking bay and the number of them are there for that exact reason, TO PARK LOTS OF CARS!

Again, correct, why does a public 'gathering' have to have any insurance? If a car comes off the road and strikes a pedestrian, the insurance is covered by the vehicle driver at fault!

Again correct, The police do not need to know if a group of people are meeting, unless the law is being broken.

Again, there is no need, if there is an accident, it is just that, an accident. If someone is harmed deliberately, then it should be investigated. You cant guarantee people won't act like idiots, the police and marshals can only ask them to.

The car enthusiasts do not drive like nutters because a) there are speed cameras b) the sea front is busy and c) have respect for their cars.
I don't like the way you refer to everyone as 'yobbish out of towners'... I live in Southend as do many other people I know who enjoy these events. I am not a 'yob'. If you got into a flash or modified car and went on a drive on the seafront does that make you a yob too? It's great how you discriminate people before you have even spoken to them. If you came into the shop I work in and I served you, you would find me a very descent person.
It's only on for 2 hours anyway so I don't know what all the fuss is about. You can still get around southend without using the seafront.
A lot of people who attend these events spend a lot of time and money on their cars and therefore need a job to fund them. It's not always mummy and daddys money and even if it is, why can't they spend it on their cars? It's not your choice.

You mean like the chap in this video, taken along the seafront in southend, who had his cycle path blocked and so decided to ride along the pavement, rather than getting off and walking 20 yards. And at 28 seconds the cyclist forces pedestrians to check their stride, as the cyclist has to go first. I wonder if any readers can work out who the cyclist is?

I've just spent the last 20 mins flicking through some guys videos on youtube pointing out all the cars that park on the pavement, in the cycle lane etc, but he chooses to cycle on the pavement and not the road nearly colliding with a person at one point.
As you said "many hundreds of thousands of motorists driving on pavements every day" exactly the same can be said about cyclists riding on pavements......

As Peter has said, those of us parked legally, what is the problem you have?
And as an aside - you say that public liability insurance is needed? It's a car driving on a road, covered by insurance. Do you have insurance for doing so?

Firstly, don't quote the IAM, they're a charity not an driving instructor service, if you're going to quote anyone try the ABD or a proper British Cycling.
Secondly, the Highway Code is not the rules of the road, suggest you go back and re-read, a subsection marked "Should" means it is Advisory, one marked MUST is in accordance with the Law - the Road Traffic Act (2006) and prior.
regarding your comment about a cyclist being in the middle of the lane, they are hogging the carriageway, a cyclist (I am one) must at all times be aware of their surroundings and ride accordingly, middle of the lane is just rudeness and arrogance that give us a bad name.
As for the article, there is nothing wrong with a gathering of cars on the seafront, if properly supervised, self supervision is ok.
I believe being able to show off the hard work and care of a car makes owning one a joy. Yes, I'm a petrolhead. I like cars, I like fast ones and I like speed and racing, all of which I do on a track day. Showing off a car shows you have pride in it, also if you take pride in something, you take care of it, and the car will be safe.
