CASTLE Point Council could adopt a "faster and clearer" system of working, which would see most decisions made by a cabinet - if new proposals get the go-ahead.

Plans are under way to overhaul the council's current management system and bring it into line with Basildon, Southend and Rochford Councils.

Under the proposals, some decisions would be taken by a cabinet - a smaller group of councillors each with responsibility for a specific part of the council's work.

The cabinet would be supported by three policy development groups, focusing on the council's priorities of environment and civic pride, regeneration and home, and community safety.

The council's existing policy committees would go, but regulatory committees such as planning, licensing, standards, and overview and scrutiny would continue.

However Dave Blackwell, Canvey Independent Party leader claimed a cabinet system would isolate the rest of the councillors.

He said: "At the moment we go to committee meetings, we all vote and have a debate. Decisions could be made behind closed doors, how can that be good for democracy?"

Fellow party member Neville Watson said it was essential the scrutiny function was chaired by an opposition councillor and possible increases to cabinet members' allowances might concern residents.

David Marchant, council chief executive said: "The transition to a cabinet arrangement will provide a more efficient way of decision-making."

The policy development groups would, he said, enable non-cabinet members to have a wider role in policy making.

Pam Challis, council leader added: "This is a much clearer and faster system, which makes for a more efficient council.

"Before we go ahead we would like to hear the views of residents. Following this consultation, we will then prepare a report by October giving full details which will be submitted to the Secretary of State for Communites and Local Government for approval.

"Given the go-ahead we can then put the changes to a special council to be held in public in November."
