NEW bars and clubs could be built in Southend town centre if residents give plans the go-ahead.
Southend Council is reviewing its licensing policy, which includes a cumulative impact clause which normally precluding premises from being granted an alcohol licence in the town centre or on the seafront.
The measure was introduced to control crime and disorder levels, but the council is willing to reconsider and will seek residents' views.
Under the new policy applicants would have to show proposed licence changes would not add to problems in the area.
The council is also considering whether the clause should only relate to new premises, rather than extensions of existing licences.
Councillor Ian Robertson, who is in charge of public protection and waste, said: "The council must look at all sides of the argument about the cumulative impact clause.
"It can't be maintained unless the evidence justifies it so we'd really like to hear the views of the whole community."
