Battle lines drawn over Wickford prison plan


A battle plan is being drawn up by the leader of Basildon Council to fight proposals to build a prison in Wickford.

Malcolm Buckley will present an emergency report to cabinet members next week.

The report has been drafted in the wake of this week’s shock announcement from the Government. It will outline how the council may be able to challenge proposals to build the jail on the site of Runwell Hospital.

Mr Buckley said although the prison, planned for the site in Runwell Road, Wickford, technically falls under the remit of Chelmsford Borough Council, the Basildon authority will be doing all it can to stop the plan.

He said: “Although technically the prison is not in the Basildon district it will have a direct impact on the people of Wickford. I don’t know if we can prevent it from happening, but we will try.

“Certainly as far as I’m concerned we have had no formal notification from the Government.

“We have been in touch with Chelmsford Borough Council who have confirmed they will be consulting us and that we will be able to make recommendations on the plans.

“Part of the recommendations will be to draw up objections.”

It was announced this week how the Wickford site has been picked for one of five new jails, each holding up to 1,500 inmates.

It had previously been considering five sites in south Essex – including Wickford, two sites in Thurrock and two in Canvey – to house a Titan prison, holding 2,500 inmates.

But plans to have three of the giant prisons around the country were scrapped by the Ministry of Justice in favour of having five smaller jails.

The site in Runwell Road, Wickford, had previously been earmarked for 624 homes, a primary school and a doctor’s surgery.

Mr Buckley will present his report at a cabinet meeting on Wednesday.

Compulsorily purchase and clear the illegal traveller site at Crays Hill and build it there. I should imagine the residents of Crays Hill will feel nothing but immense relief. At least, then, the criminals would be in a controlled environment and paying their debt to society and not dumping their detritus all over the place whilst making the lives of local residents a misery.

I speak from experience as a former resident of Crays Hill.

I live near a prison and believe me, I'd rather have that any day of the week. At least my life is unaffected by its presence.

Buckley doth protest too much methinks... It's a bit rich of him to be making such a fuss over this considering the number of developments which he and his mates have approved.

The new block of flats on Lower Southend Road is a case in point, a blot on the Wickford landscape and a complete eyesore.

Would it be cynical of me to think that this posturing might be because there are council elections happening next month?

I live in Wickford, and would far rather have a secure prison up at Runwell instead of the 624 new homes which were originally planned.

I have to agree with the previous comment, I would much rather have the prison than 624 new homes, however I bet we end up with both.

It is wonderful how Buckley has suddenly become an A1 NIMBY when it suits his purpose. I cant believe he is against the prison after all 624 houses will be far more disasterous for Wickford without more schools etc. Has he forgotten all the Prison Officers that will need housing. Maybe the market for all the flats he has foisted on the town may improve. So be careful what you protest against Mr Buckley, it may not suit you and your mates to be too against a prison at Runwell

I fully agree, I hope the cost of these battle plans are coming out of his pocket and not the tax payer, after all its in Chelmsford. Its a shame Buckley and his crew dont want to stop turning Basildon Golf course into a slag heap, or concreting over Gloucester Park but then why would he they are not in his back yard are they?
Fine, if you dont want a prison in wickford Mr buckley but you fight against when you step down and in ya own time,
Runwell Hospital has been on that site since 1937 and the new prison will sit in the same footprint, not taking up any of more England's green and pleasant.
These prisons have to be built and is it right to say "build it but just dont build it here" What impact will it have on Wickford? its right on the outskirts of the town and will have very little Impact on traffic, a lot less than 600 homes.

Siting a huge prison this close to a residential area is simply stupid. The government should have looked at sites remote from population centres. There are plenty of disused military bases in Britain, any one of those would have been ideal.
Notice of five prisons nationwide TWO sites in Essex were considered.
This is just another case of the British government thinking they can dump their cr@p in south Essex. They don't dare consider anything west of London.

It is high time Lord Hanningfield got off his pampered backside and told the government enough is enough. Tell them to send London's landfil elsewhere instead of to Essex. Tell them to stick their Thames Gateway where the sun doesn't shine, and tell them to build their prisons in their own d@mn back yards.
