SOUTHEND United's youth section have applied to be a category three club under the new Elite Premier Performance Plan.
The scheme has been introduced to change the current football academy system which is in operation.
And head of youth Ricky Duncan is confident Blues will be accepted at the level they have gone for.
“All the feedback we've had so far has been positive,”he said.
“We had a lot in place before the EPPP came out but now things have to be checked before it's all confirmed.”
Under the new guidelines, category three clubs will require an estimated budget of £315,000.
